Purchasing Agent 301-594-7731. The National Institute of Health (NIH)
National Institute of Diabetes and Digestive and Kidney Diseases
(NIDDK) has a requirement for the service of a computer programmer to
read birth certificate tapes provided by the Phoenix Epidemiology &
Clinical Research Branch (PECRB). This study is to identify births from
the GRIC and match data gathered from the birth certificate tapes with
existing data sets maintained by the PECRB. This will require an
individual who is competent in computer programming and database
management. Knowledge of the SAS programming language and experience
with mainframe IBM 9672-34 computers using IBM Multiple Virtual
Storage/Enterprise System Architecture Operating System and the Job
Entry Subsystem 2 network job entry. Nomenclature with JCL as well as
IBM PCs are desirable. Sensitive data will be accessed and strict
adherence to computer security and privacy procedures are mandatory.
The specifications required are as follow: 1) Read birth certificate
tapes that are in various formats on the mainframe computer. 2) Read
recent data from computer disks, upload to mainframe computer and
collate into data sets. 3) Identify all records for births from the
GRIC. 4) Develop a system, or identify and install an existing system,
for matching these records with the database currently maintained by
PECRB. 5) Create a SAS data set (data sets) with pertinent birth
certificate data for all GRIC residents. 6) Develop an overall,
well-documented program for in-house yearly updates from new state
birth certificate tapes as they become available. The database
currently maintained with the system of records entitled:" Clinical
Research: Diabetes Mellitus Research Study of Southwestern American
Indians, HHS/NIH/NIDDK". The establishment of this system of records
was published in the Federal Register Vol. 56 No. 247, Tuesday,
December 24, 1991 # 09-25-0039. All responsible small business souces
(which includes 8(a) firms) may submit a quotation, which if timely
received, shall be within the Simplified Acquisition Theshold $
100,000. It is anticapated that Request For Quote (RFQ)
NIH-NIDDK-97-287 will be available fifteen (15) Days after the
publication date of this synopsis. Receipt of quotations will be due
(10) days after the released of the RFQ. The anticipated award date is
