The U.S. Department of Transportation, Research and Special Programs Administration (RSPA), Office of Hazardous Material Safety (OHMS) is issuing a Request For Quotations for supplies to which RSPA intends to award one (1) Firm Fixed Price purchase order using the Simplified Acquisition Procedures of FAR Part 13. All responsible sources may submit a written technical and price quotation which will be considered by the Agency. This notice is intended for competitive purposes. BACKGROUND -- STATEMENT OF WORK: The Research and Special Programs Administration, has a requirement for a high speed document scanner system for use in the Office of Hazardous Materials Safety. Four pieces of equipment and a maintenance agreement must be seperately priced. To be considered responsive, the quotation must cover all five components and meet the minimum requirements provided herein. All equipment must be new, in manufacturer's packing. COMPONENT 1. SCANNER, must have the following characteristics: a. A vacuum-based paper transport mechanism; b. 200 to 400 dots per inch (dpi) true resolution (without interpolation); c. Minimum throughput of 100 pages per minute (ppm), portrait, double sided (up to two images per page) at 200 dpi; 70 ppm at 300 dpi, 50 ppm at 400 dpi; d. Field upgradable to higher speeds; e. 24 hour per day duty cycle; f. Minimum 100 million page estimated life cycle; g. Minimum seven year estimated product life; h. Dual camera to accommodate duplex operation without throughput reduction; i. Straight paper path through imaging stations; j. Restacking of document in original scan order; k. Minimum paper size acceptance range from 3" x 4" to 11" x 55"; l. Minimum paper thickness acceptance range from 0.002" to 0.02"; m. Safety interlocks to prevent operation when cabinet doors are open; n. Ability to handle mixed document sizes within paper size range parameters; o. Diagnostic and calibration software; and, p.Video interface. COMPONENT 2. AUTOMATIC PAGE FEEDER, must have the following characteristics: a. Minimum 500 page capacity with standard weight paper; b. Ability to load additional documents without interrupting scanning process; c. Ability to handle mixed document sizes. COMPONENT 3. ENDORSER, must have the following characteristics: a. Imprint at least 20 alphanumeric characters on one side of scanned pages; b. Ability to accept character string from external source on page-by-page basis; c. Ability to auto-sequence character string given a base character set. COMPONENT 4. SCANNER STAND, must have the following characteristics: a. Minimum 1000 sheet output tray capacity; b. Positions scanner at ergonomically correct height. COMPONENT 5, ON SITE SERVICE, must have the following characteristics: a. Maximum four (4) hour response during Government business days and hours; b. Cover a minimum of one year from date of scanner system installation; c. Comprehensively covers all parts and labor; d. Provides quarterly cleaning and preventive maintenance including bulb replacement. (0227)
