Carolina has a requirement for Maintenance and Repair of Honeywell
DeltaNet Graphic Fire Alarm System. This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION. A WRITTEN SOLICITATION WILL NOT BE ISSUED. Request
for Proposal number DAKF40-97-R-0026. Solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 90-46. It is the Contractor's responsibility to be
familiar with all applicable clauses and provisions. The Standard
Industrial Classification (SIC) is 7382. Size standard is $9.0 million
dollars. A non-competitive negotiation is proposed with Honeywell,
Incorporated, Charlotte, NC, because this procurement is confined to
maintenance and repair service of Honeywell fire alarm systems. Other
than full and open competition is based on only one responsible source
and no other services will satisfy agency requirements. The Period of
Performance is 1 Oct 97 through 30 Sep 98, with three one-year option
periods. Proposals for the firm-fixed price contract shall include
pricing for the base year and three one-year option periods. BID
SCHEDULE: CLIN 0001: Base Year: 1 Oct 97 -30 Sep 98 (12 months) Full
Maintenance and Repair Service (offeror shall include a unit price per
month and extension amount); CLIN 2001: First Option Period: 1 Oct 98
-- 30 Sep 99 (12 months) Full Maintenance and Repair Service; CLIN
3001: Second Option Period: 1 Oct 99 -- 30 Sep 00 (12 months) Full
Maintenance and Repair Service; CLIN 4001: 3rd Option Period: 1 Oct 00
-- 30 Sep 01 (12 months) Full Maintenance and Repair Service. SCOPE OF
WORK: Contractor shall provide all labor, equipment, tools, materials,
transportation, supervision, and any other items necessary for
maintenance and repair of Honeywell DeltaNet Graphic Fire Alarm System
at Fort Bragg, NC.Contractor shall perform all work in accordance with
manufacturer recommendations for the type components being used.
Contractor shall cause the least possible disturbance to the using
service during maintenance, inspections, testing, and repairs. A list
of buildings where equipment is located will be provided at time of
award. The Contractor shall perform maintenance and repairs as follows:
Not less than once each month, trained technicians shall test a defined
percentage of the system/devices such that at the end of one year, the
entire system shall have been tested at least once. Furthermore, the
additional device tests required by NFPA 72 shall be accomplished.
Contractor shall perform two diagnostics inspections per year. The
existing duct smoke detectors are not intelligent. As part of this
scope, these devices shall be tested. Any duct smoke detectors found
inoperative shall be replaced at the Government's expense. Smoke
detectors shall be tested once a year. Pull stations shall be tested
twice year. Indicating appliances shall be tested once a year. Panel
and communications devices shall be tested once a year. Sprinkler
devices shall be tested twice a year. Contractor shall perform
maintenance and repairs on the following Honeywell equipment at Fort
Bragg: 2 ea. W7053 Multi Channel Gateways; 1 ea. 20" VGA Color Monitor;
1 14" VGA Color Monitor; 1 132 Column Printer; 2 ea. Dell 325 Graphic
Central (80386) Processor; 2 ea. S985 Graphic Central Software with
Microsoft Windows, Excel, and Graphics Designer; 2 ea. Interface
Coprocessor; 2 ea. S986 Delta Upgrade Software; 2 ea. W1000A Delta 1000
Power Supply; 10 ea. Tone Transmission and Power Boards; 1 ea. FS90
Plus Fire Alarm Panel with Fire Command Center; 117 ea. Addressable
Manual Pull Stations; 368 ea. Intelligent Smoke Detectors; 25 ea.
Intelligent Heat Detectors; 127 ea. Addressable Monitor Modules; 80 ea.
Addressable Control Modules; 28 ea. Magnetic Smoke Door Holders; 160
ea. Chimes/Alarm Notification Appliances. The following Honeywell FS90
Plus equipment is to be included: 446 ea. Manual; 442 ea. Heat; 1017
ea. Smoke; 149 ea. Duct; 689 ea. Monitor; 190 ea. Control; 253 ea.
Horn; 133 ea. Hom/Stro; 3 ea. FS90 Plus; 3 ea. Modems; 4 ea. Commands;
78 ea. Lightning; 5 ea. Annunciat; 22 ea. Fault Isola; 9 ea. Aux
Power. PERSONNEL: Contractor shall provide a supervisor, who is a fully
qualified Honeywell Technician with a minimum of 4 years experience in
the performance of Honeywell repair and maintenance. The supervisor
shall maintain direct control and close surveillance over all
Contractor personnel who are performing maintenance and repair work.
The supervisor shall be available during normal duty hours with 30
minutes of notification to meet with Government personnel, and within
2 hours of notification after normal duty hours for emergency service.
The Contractor shall ensure that all work is accomplished skillfully,
professionally, and in accordance with the highest industry standards
by Honeywell-certified technicians. Contractor personnel shall
presenta neat appearance and be easily recognized. This shall be
accomplished by wearing a clearly readable identification badge,
furnished by the Contractor, made of durable material or plastic, which
consists of the Contractor's name, employees name, description, and
current/recent picture. SAFETY: Contractor's employees shall comply
with all current OSHA safety requirements, AR 385-10 and EM 385-1-1.
HOURS OF OPERATION: The Contractor shall maintain the following normal
duty hours: 7:30 A.M. to 4:00 P.M., Monday through Friday, excluding
Federal holidays. RECORDS/REPORTS: Complete records of all repairs and
inspections performed by the Contractor shall be maintained and made
available to the Government during contract performance, and for 3
years after completion of contract. APPLICABLE DOCUMENTS AND
REGULATIONS: ASTM E-84, 1991 Surface Burning Characteristics of
Building Materials; EM-385-1-1, Oct 1992, Safety and Health
Requirements Manual; 29 CFR 1910 General Industry's OSHA Code of
Requirements; NFPA -- National Fire Protection Association. CLEANUP:
The Contractor shall remove all trash, debris, or surplus materials
from the job site at the end of each work day, and shall leave the job
site clean of all debris when work is completed. INVOICES AND PAYMENT:
Invoices shall reference the Government contract number, and be
submitted monthly in original and 3 copies to Defense Finance and
Accounting, ATTN: Accounts Payable, Bldg. 1-1120, Fort Bragg, NC
28307-5000. PROVISIONS AND CLAUSES INCORPORATED BY REFERENCE: The
following FAR Provisions are applicable to this acquisition: 52.212-1,
