HUMIDITY PRESERVATION (CHP) PROGRAM APPLICATIONS, SOLICITATION
DAHA90-98-R-0001. The National Guard Bureau (NGB) has a requirement for
CHP Program Applications in support of National Guard Bureau, other DoD
and non-DoD Federal Agency Maintenance Programs throughout the United
States, its Territories and overseas locations. These requirements are
a follow-on to the currently established ARNG CHP Program which is
being executed under a Small Business Innovative Research (SBIR)
Program Phase III follow-on contract. CHP Program applies specified
controlled humidity (CH) ranges to equipment and equipment storage
environments as a means to reduce maintenance requirements and improve
equipment readiness through deferral of scheduled maintenance services
and reduction of moisture induced corrosion and unscheduled repairs.
Performance standards and applications are designed to be in compliance
with Department of the Army (DA) policy which allows for the deferral
of maintenance on equipment, preserved in a relative humidity (RH)
environment of 50% or less, for up to five (5) years. Contract award
will be made on a "best value" basis. Evaluation factors, in order of
descending priority are: (1) Technical Proposals for overall Statement
of Work (SOW) and each of four (4) sample tasks, (2) Past Performance
Evaluation, and (3) Management Proposal. Cost proposals will not be
rated; however, they will be evaluated as to the reasonableness and
realism of the cost estimates. A detailed description of the factors
will be cited in the solicitation. The contract resulting from this
solicitation will be fixed price with cost reimbursable items and will
cover a base year (1 Jul 98 -- 30 Jun 99) and four one year option
periods. The maximum value over the life of the program is
$300,000,000.00. The minimum guaranteed amount, over the life of the
program, is $1,000,000.00. NGB anticipates the issuance of a DRAFT RFP
on or about 22 September 1997 as a 100% SMALL BUSINESS SET-ASIDE. The
SIC Code applicable to this solicitation is SIC Code 3829, Measuring
and Controlling Devices, N.E.C., with a standard size of 500 or less
employees. Following release of the "Draft RFP" site visits will be
scheduled to the proposed CHP Application sites for each of the four
(4) sample tasks included in the solicitation. Requests for a copy of

of the solicitation are available; therefore, copies will be mailed to
only the first fifty (50) respondees. Numbered Note 1 applies;
Numbered Note 26 does not apply since this requirement includes
