COMMERCE BUSINESS DAILY ISSUE OF AUGUST 19,1997 PSA#1912SOLE SOURCE PROCUREMENT FOR FOLLOW ON CONTRACT WITH THE FOUNDATION FOR
ACCOUNTABILITY The Health Care Financing Administration intends to
issue a sole-source indefinite quantity contract to the Foundation for
Accountability, 220 NW Second Ave., Suite 725, Portland, OR 97209.
This is a follow-on contract which will continue services to improve
the quality of health care provided to Medicare beneficiaries through
the use of performance measures or quality of care indicators and the
information resulting from them. The measures will be standardized and
implementable in both the fee for service and managed care settings.
The contract allows for development, validity, reliability, feasibility
studies and implementation. The Foundation for Accountability is a
unique organization because it represents an existing strong coalition
of major purchasers and consumer groups that endorse and promote
performance measures. As the single largest value-based purchaser of
health care in the U.S. this alliance of purchasers and consumer groups
provides HCFA with a unique opportunity to establish and maintain
private-public partnerships for improving quality of care. This notice
of intent is not a request for competitive proposals. However,
interest expressed within 15 calendar days of publication of this
notice will be considered by HCFA. A determination not to compete this
contract based on responses to this notice is solely within the
discretion of HCFA. Information received will be considered solely for
the purpose of determining whether to conduct a competitive
