Study and a contract will not be awarded if government performance is
determined to be more advantageous than contractor-provided services.
Requirements include but are not limited to: providing all personnel,
equipment, tools, materials, supervision, and other items and services
(except those specified as Government-furnished) necessary to perform
Electronic Principles (EP) training at Keesler AFB, MS and Lackland
AFB, TX.. Routine services performed include student academic and
military training, course development and maintenance, resource
management, administrative functions and resource security, and
nonacademic supervisory duties. EP training encompasses basic
electronics theory, including theory and troubleshooting for resistors,
capacitors, inductors, and transistors. Student military training
instills and enforces discipline, standards, and regulations. Course
Development involves writing, maintaining, and revising a course to
correspond to all required training objectives. The contractor shall
ensure courses of instruction meet or exceed accreditation criteria
established by the Community College of the Air Force (CCAF) and the
accrediting agency. The contractor shall either adopt the lesson plan
provided, or develop their own lesson plans in accordance with Air
Education and Training Command Instruction (AETCI) 36-2203. Services
shall be performed at Lackland AFB, TX and Keesler AFB, MS beginning 1
Oct 98 -- 30 Sep 99 with four one-year option periods. "This proposed
contract is being considered as a 100 percent set-aside for
historically black colleges and universities (HBCUs) and minority
institutions (MIs), as defined by the clause at 252.226-7000 of the
Defense Federal Acquisition Regulation Supplement. Interested HBCUs and
MIs should provide the contracting office as early as possible, but not
later than 15 days after this notice, evidence of their capability to
perform the contract, and a positive statement of their eligibility as
an HBCU or MI. If adequate response is not received from HBCUs and
MIs, the solicitation will instead be issued, without further notice,
as restricted for small business. Therefore, replies to this notice are
also requested from small business." A copy of the Draft Performance
