is being republished to reflect a two year schedule slip. All other
information publicized in the original synopsis is correct. The NAVSTAR
Global Positioning System (GPS) Joint Program Office is seeking
potential offerors for the procurement of the follow-on to the
Precision Lightweight GPS Receiver (PLGR) acquisition. The PLGR is a
handheld self-contained GPS receiver with precise positioning and
anti-spoofing capabilities. The NAVSTAR GPS JPO anticipates awarding a
follow-on Non-Developmental Item (NDI) production contract (s) for the
build, test, and delivery of the follow-on handheld receiver to the
PLGR, which will hereafter be referred to as the Defense Advanced GPS
Receiver (DAGR). The DAGR must be functionally backward compatible with
existing interfaces and support equipment such that present integration
and support capabilities are unaffected, to the maximum extent
practicable. Due to programmatic issues, such as funding, SAASM
development, and the incorporation of NAVWAR technologies, there have
been a number of significant changes to the DAGR schedule. Please make
note of such changes. We anticipate purchasing approximately 190,000
receivers over a seven year period. The estimated date for release of
the Draft Request for Proposal (DRFP) is February 1999, Request for
Proposal (RFP) September 1999, and contract award in March 2000.
Initial delivery of the first production lot is expected not later than
November 2000. Based upon market research the government is not using
the policies contained in Part 12, Acquisition of Commercial Items, in
its solicitation for the described supplies or services. However,
interested persons may identify to the contracting officer their
interest and capability to satisfy the Government's requirement with a
commercial item within 15 days of this notice. Those offerors having
applicable interest, qualifications, capability, and background must
submit clear and adequate documentation that demonstrates their ability
to design, manufacture, and test self-contained handheld PPS GPS
receivers. Qualified offerors should possess a SECRET facility
clearance and approved classified material storage container (s) in
order to receive and store classified portions of the DAGR
specification. In the spirit of recent acquisition reform initiatives,
consistent with an NDI acquisition, the Government has been
communicating and will continue to communicate with interested
qualified offerors throughout the pre-solicitation period in order to
ensure that our requirements are defined in terms that enable and
encourage offerors to supply NDI items and afford all qualified
offerors an opportunity to compete in the procurement. Communication
will primarily take place through the DAGR e-mail account
(DAGR@gps1.laafb.af.mil). However, there will be periodic
Industry/Government conferences and the use of regular mail will be
necessary for "FOUO" transmittals. The following documents are
available, per your request: ICD-GPS-153 and PIRNs 001 and 002,
ICD-GPS-153 Verification tool, ICD-GPS-154, Draft Systems Requirement
Document (DSRD), Draft Statement of Objectives (SOO), and PLGR
Specification. The ICD-GPS-153 verification tool will verify that an
offeror's software output is compatible with the PLGR's. ICD-GPS-154
will enable an offeror to remain backward compatible with all PLGR
accessories. Offerors must indicate whether they are a Small Business
concern, if so please indicate such with the use of Standard Industrial
Classification Code 8731. We encourage any small business having the
capability to provide such effort to participate. An Ombudsman, Mr. Les
Bordelon, at (310) 363-3818 has been appointed to hear concerns from
offerors or potential offerors during the proposal development phase of
this acquisition. The purpose of the Ombudsman is not to diminish the
authority of the Program Director or Contracting Officer, but to
communicate contractor concerns, issues, disagreements and
recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Please fax
