SYNOPSIS/SOLICITATION for COMMERCIAL ITEMS prepared in accordance with
the format in the Federal Acquisition Regulation (FAR) Subpart 12.6,
as supplemented with additional information included in this notice.
This acquisition is 100% set-aside for small business. The US Army
CECOM intends to make this procurement on a negotiated, firm-fixed
price basis to the lowest-priced, responsive, responsible contractor.
For award purposes, the Government shall evaluate the option IAW FAR
52.217-5, Evaluation of Options. THIS ANNOUNCEMENT CONSTITUTES THE ONLY
SOLICITATION; quotes are being requested and A WRITTEN SOLICITATION
WILL NOT BE ISSUED. The U.S. Army Communications Electronics Command
(CECOM) has established an Business Opportunities Page on the World
Wide Web to provide electronic transmittal of Request for Proposals
(RFPs) and Invitations for Bids (IFBs) from Government to Industry. All
interested parties wishing to do business with CECOM are invited to
access and receive data from the CECOM Business Opportunities Page at
http://acbop.monmouth.army.mil/, and can do so by entering "guest" for
the User Name and Password. The Statement of Work (SOW), performance
specification, and local clauses associated with this solicitation can
be obtained by accessing the CECOM Business Opportunity Page. This
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular (FAC) 90-45. This
Request for Quotes, simplified acquisition, is in accordance with the
FAR 13.601 test program for commercial items and is 100% set aside for
small business. The Small Business Size Standard is 750 employees for
the Standard Industrial Code (SIC) of 3812. The US Army CECOM intends
to procure the following items: SLIN 0001AA: Scan- Interlace,
PL-1408/UA, NSN: 5855-01-054-9013, 296 each IAW the master patterns,
top drawing number SM-D-773946 REV "AC" which must be requested by
faxing Matthew Savare at 908-532-6019; SLIN 0002AA: An option up to
200% of SLIN 0001AA which may be exercised any time up to 120 days
prior to the last production delivery; SLIN 0003AA: Scientific and
Technical Reports Summaries IAW Exhibit A, Data Item Number 001; SLIN
0004AA, Product Quality Assurance IAW Exhibit B, Data Item Number 002;
SLIN 0005AA, Quality Inspection Test, Dem & Eval Rpt IAW Exhibit C,
Data Item Number 003; SLIN 0006AA, Quality Inspection Test, Demo & Eval
Rpt IAW Exhibit D, Data Item Number 004; SLIN 0007AA, Failed Item
Analysis Report IAW Exhibit E, Data Item Number 005. WARRANTY: Standard
Commercial Warranty is required. Provide copy of warranty with quote to
include information regarding length of warranty, effective date,
specific terms and conditions and warranty service provider with
company name and contact numbers (telephone, fax, etc.). MARKING: in
lieu of manufacturers commercial product marking, the scan-interlaces
shall be marked IAW the SOW. PACKAGING INSTRUCTIONS: Each product shall
be packaged in accordance with the best commercial packaging. Bar Code
Markings and readability shall comply with ASTM D3951-90 (paragraph
5.1.6.3) and MIL-STD-1189. SHIP TO: DLA DDMC-E, Building 783K, 2031
Idzorek Street, McClellan AFB, CA 95652-1621. DATE OF DELIVERY: WITH
FIRST ARTICLE TESTING: 30 each 300 days after contract award; 30 each
330 days after contract award; and 30 each month thereafter until
completion. WITHOUT FIRST ARTICLE TESTING: 20 each 240 days after
contract award; 30 each 270 days after contract award; and 30 each
month thereafter until completion. Delivery shall be FOB Destination.
Final inspection and acceptance shall be at origin. QUOTES shall be
Submitted IN WRITING (via US Mail, or courier service) at the time
specified in the solicitation and should be addressed to: Commander, US
Army CECOM, ATTN: AMSEL-AC-CC-A-CE(SAV), Ft. Monmouth, NJ 07703-5008,
with reference made to Solicitation. No. DAAB07-97-Q-J587, not later
than 08 September 1997, 15:30 EST. Standard commercial format may be
used with sufficient technical documentation describing how the product
