Resources Lab (ERL) at the National Oceanic and Atmospheric
Administration (NOAA) requires a decoder system to accept the output
from the demodulator of a satellite telemetry receiver system that
conforms to the formats specified in the Consultative Committee for
Space Data Systems (CCSDS) standard and provide optimally decoded data
in frame blocked form to a host computer via an IEEE 488 bus
interface. The decoder shall: 1) Accept input rates from 100 to 250,000
symbols per second in BiPhase-L, M and S, and NRZ-L, M and S codes. 2)
Provide optimal matched filtering and bit synchronization to within 1
dB of theoretical performance. 3) Provide selectable Viterbie
convolution decoding using 1 bit hard or 3 bit soft decision input,
selectable derandomization and alternate symbol inversion, selectable
Reed Soloman decoding, Frame synchronization with normal and inverted
data and CRC checksum verification, all per CCSDS recommendations Blue
Book 101.0-B-3. 4) Provide a computer interface suitable for setting
and reading all configuration parameters and reading the operational
status of all internal subsystems. 5) Provide buffered frame blocked
data output via a standard IEEE 488 bus interface. Interested sources
proposing to supply an equivalent unit must submit pricing with a
written qualification statement clearly establishing capability to meet
the above requirements within 15 days from the date of this synopsis.
The qualifications statements will be used to determine the need for
competitive bids. In the absence of other qualified sources, it is the
intent of the Government to award a sole source contract under the
authority of 41 U.S.C. 253(c)(1) to Aydin Telemetry, P.O. Box 328,
Newtown, PA 18940-0328 as this source is considered to be the only
responsible source and no other equipment will satisfy agency
requirements. Responses are due by August 28, 1997 either via fax or
