synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. The solicitation number is
53SBNB760267 and the solicitation is issued as a request for quotation
(RFQ). The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 90-46.
The standard industrial classification (SIC) code is 3826, and the
small business size is 500 employees. The contract line item number

National Institute of Standards and Technology (NIST), intends to
negotiate with Digital Instruments, 112 Robin Hill Road, Santa Barbara,
CA 93117 on a sole source basis to acquire CLIN's 0001-0008. The
equipment must provide the following: 1) Be totally compatible with
existing atomic force equipment in the materials science and
engineering laboratories, so that experiments can be operated on all
machines with complete interchangeability. 2) Have a linear scan
distance of a minimum of 85 microns. 3) Have a single scanner to be
able to scan both small (less than 50 nanometers) and large (greater
than 85 microns) without having to interchange scanner heads. 4) The
scanner must have two part tube assembly to be able to follow both
large (up to 6 microns) and small (down to 2 nanometers) displacements
without tube interchange. 5) Feedback control of tip separation must
be digital for data management and experimental control. 6) Stage must
accommodate specimens up to 50 millimeters thick and 100 microns in
diameter. The Government seeks a high resolution atomic force
microscope for investigating ceramic micro structures. Digital
Instruments is the only source that can meet essential compatibility
requirements with existing atomic force microscopes within Materials
Science and Engineering Laboratory (MSEL) at NIST and collaborators at
other institutions. MSEL currently has two existing atomic force
microscopes, with attachments supplied by Digital Instruments that can
only be used with Digital microscopes. These attachments include a wet
cell for environmental studies, and magnetic field microscopy
attachment for mapping magnetic field changes as a function of material
domain structure on a specimen surface. NIST currently has a joint
program with a University, and it is essential to the standardization
of our program that we be able to interchange specimens on identical
microscopes in the two groups. Required delivery within 90 days from
