66 -- COOLED COLOR DIGITAL CAMERA, SCANNER AND ARCHIVING SYSTEM WITH ATTACHMENTS AND SERVICE SOL RP97-021 DUE 091197 POC Contact Brenda Goodwin, 304/285-5882/Contracting Officer, Rex S. Wolfe, 304/285-5883 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; BIDS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation is issued as Request for Proposal No. 97-021. This procurement is being issued unrestricted. The Standard Industrial Classification is 3861 with a size standard of 500 employees. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-46. Furnish and install at the National Institute for Occupational Safety and Health (NIOSH), 1095 Wilowdale Road, Morgantown, WV one Cooled Digital Camera, Scanner and Archiving System with attachments and service in accordance with the following specifications. SPECIFICATIONS: This cooled color (RGB color module) digital camera, scanner and archiving system must be integrated with an Olympus AX-70 Microscope provided by NIOSH, Codonics NP-1600 Photographic Network Printer provided by NIOSH, Compix Imaging System provided by NIOSH, an Intel Pentium computer with C-Imaging Systems (Compix, Inc) and 64 MB RAM (and two GT770 ViewSonic monitors) provided by NIOSH, an automation control system provided by NIOSH (a MAC 2000 from Ludl Electronics Products, Ltd), and with the NIOSH LAN (the HELD LAN is a Novell 4.11 network operating system; the network topology is Token/Ring; the cable type is UTP Cat5; the workstation environment is Windows 95). After attachment to the photomicroscope, imaging system, Codonics Printer, NIOSH LAN and Pentium computer (attachments to be provided as a part of this bid), this will be a complete and set-up system which will include at a minimum the following items supplied by the offeror: (001) a high-resolution cooled color digital camera with a variable scan rate (at least 3 speeds) with a high end of a minimum of 8 MgHz as well as vertical and/or horizontal independent binning from 2x2 to 8x8 (or greater); (002) a scanner with the capacity to scan in existing 35 mm slides to digital format (24 bit depth image minimum) for integration with the rest of the system; (003) an image archiving and retrieval system; (004) all necessary attachments for integrating the system with the NIOSH equipment described in the first sentence of these specifications; software for labelling and integrating with the images (Corel Draw or equivalent); (005) delivery, installation, set-up and on-site training; and (006) one-year service and warranty. The completed system will be able to produce digital printouts of photographic images of pathology specimens (brightfield and fluorescence microscopy) of a quality able to be published in leading peer-reviewed scientific journals (examples: Science and Cancer Research). These images must be able to be produced in publication quality in both black and white and color. The photomicroscopic images will be able to be archived and sent to a camera back, a digital printer, and the Internet. The photomicroscopic images will be able to be labelled and integrated with other images using software provided by the bidder. The system should be able to collect directly from the CCD array, store in digital format, and photograph at least a 2000 x 2000 color pixel array. The cooling system for the digital camera must not require water connections or room air exhaust. The images of brightfield and polarized glass microscopic pathology specimens and of the scanned 2 x2 photographic slides produced by the system when printed on a digital printer (the existing Codonics printer) and downloaded to a Polaroid HR 6000 digital palette film recorder (provided by NIOSH) must be considered of publication quality by a panel of NIOSH pathology experts blinded to the identity of the supplier. Offerors shall submit sample prints as part of their offer which were produced from a system identical to the one being offered under this solicitation. The Government desires delivery of the system before October 1997. The estimated date of contract award is September 22, 1997. Evaluation Factors: Offers will be evaluated for technical compliance with the stated specification. Offers shall be proposed based on F.O.B. Destination (Morgantown, West Virginia) and the requirements at FAR 52.214.21 "Descriptive Literature" apply. Information provided must demonstrate the unit's ability to meet the specification or your offer may be rejected.
