This announcement constitutes the only solicitation; Quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated prevision and clauses are those in effect through Federal Acquisition Circular (FAC) 90-46. This solicitation is being issued under Request for Quotation (RFQ) #70402. This solicitation is under the Simplified Acquisition Procedure (SAP), unrestricted. The Standard Industrial Classification is 7373, and the Business Size Standard is $18,000,000. This will be a Firm-Fixed Price Contract. Due to a Market Research the Government intends to solicit and negotiate on a sole source basis with Envisage Systems LTD., Park House. Greenhill Cresent, Watford Herts England, WD18QU. The Ribbon Analyis Workstation (RAW) is used to examine carbon based typewriter ribbons to determine the text, as well as location and dates of specific documents. The minimum technical requirements are: A computer driven electro-mechanical device designed to enable specialists in questioned documents to transcribe and analyze any of a wide range of multirow, single-strike, carbon film ribbons- Must be able to spool the typewriter ribbon in front of a " line scan" camera that captures the images on the ribbon- Must be able to process carbon typewriter ribbons in approximate 10 to 15 hours- Must interface with an IBM Pentium or compatible based PC.
