The United States Agency for International Development (USAID) plans to implement a Global Civil-Military Program. Clarifying the role of the military in a democracy and establishing civilian authority over the military is a primary challenge to democratization. In countries that are still under the influence -- either direct or indirect -- of the military or in which elected governments have been overturned by military coups, successfully negotiating a democratic transition and consolidating democracy depends on the effective authority by civilian and elected governments of the armed forces. The overall purpose of this USAID cooperative agreement in civil-military relations is to deepen knowledge, promote new research, and encourage discussion of civil-military relations among military and civilian leaders globally to strengthen their ability to reinforce democracy within their regions. It is anticipated that the cooperative agreement will be a single award for a period of 3 years with an anticipated amount of $4 million. In addition to USAID funding, the agreement requires the winning applicant to provide a 25 percent non-federal contribution. The preferred method of distribution of USAID procurement information is via the Internet or by request of an application on a 3.5" floppy disk (WordPerfect 5.1/5.2 format).
