International Development (USAID) plans to implement a Global
Civil-Military Program. Clarifying the role of the military in a
democracy and establishing civilian authority over the military is a
primary challenge to democratization. In countries that are still under
the influence -- either direct or indirect -- of the military or in
which elected governments have been overturned by military coups,
successfully negotiating a democratic transition and consolidating
democracy depends on the effective authority by civilian and elected
governments of the armed forces. The overall purpose of this USAID
cooperative agreement in civil-military relations is to deepen
knowledge, promote new research, and encourage discussion of
civil-military relations among military and civilian leaders globally
to strengthen their ability to reinforce democracy within their
regions. It is anticipated that the cooperative agreement will be a
single award for a period of 3 years with an anticipated amount of $4
million. In addition to USAID funding, the agreement requires the
winning applicant to provide a 25 percent non-federal contribution. The
preferred method of distribution of USAID procurement information is
via the Internet or by request of an application on a 3.5" floppy disk
(WordPerfect 5.1/5.2 format). This CBD notice can be viewed and

RFA can also be downloaded via Anonymous File Transfer Protocol (FTP).
The FTP address is FTP.INFO.USAID.GOV. Logon using the user
identification of "anonymous" and the password is your e-mail address.
Look under the following directory for the RFA:

must be confirmed by written notification to the contact person noted
above. It is the responsibility of the recipient of this application
