This is a combined synopsis/solicitation for commericial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. 2. Kelly Air Force Base intends to acquire on a sole source basis IAW FAR 6.302-1 a subscription for military specifications and standards in internet access format from Information Handling Services (IHS) of Englewood Colorado. IHS is the only vendor that supports the Computer Aided Logistics Acquisition and Support Program in accordance with MIL-R-28001 without modifications. 3. This contract is for services which the government intends to solicit and negotiate with only one source under the authority of 6.302-1. Award of a firm fixed price service contract is the expected result of this acquisition action. Ths Standard Industrial Code is 7375. 4. Requirement -- Internet access subscription to be used by engineers and scientists in support of their research on maintenance, repair and design. Subscription shall offer specifications and standards contrained within the AFMC Scientific and Engineering Library. 5. Performance Period is from 01 Oct 97 to 30 Sep 98. 6. The following FAR clauses and provisions apply: 52.212-1, 52.212-3, 52.212-4, and 52.212-5 to include 52.212-5 (b) (1), (2), (6), (7), (8), (9), and (16). Addendum to FAR 52.212-1: Reference FAR 52-212-1, Paragraph (c) is hereby tailored as follows: (c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 120 calendar days. Addendum to FAR 5.212-4: Reference FAR 52.212-4, Paragraph (a) and (c) are hereby tailored as follows: (a) Inspection/Acceptance. This paragraph is deleted in its' entirety and is replaced with the following clause incorporated by reference: FAR 52.246-4 Inspection of Services -- Fixed Price (AUG 1996) (IAW FAR 46.304); (c) Changes. Changes in the terms and conditions of this contract may be made only by written agreement of the parties with the exception of adminstrative changes such as changes in the paying office, appropriation, data, etc, which may be changed unilaterally by the Government.
