combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; offers are being requested and a
written solicitation will not be issued. This notice is being issued as
a Request for Offers (RFO) for 2 each of the Sony DVW A500 Digital
Betacam Record/Play Decks. The items must meet the following
specifications: 1) compatible with currently owned Sony analog Betacam
SP tapes; 2) provide component record/playback video signals in both
digital and analog formats; 3) dynamic motion control; 4) SMPTE time
code control; 5) 4 channels of audio plus CUE channel; 6) compatible
with Sony edit controller protocol in existing edit system. This
procurement is being conducted under the NASA MidRange Pilot Test
Program approved by the Office of Federal Procurement Policy. The
provisions and clauses in the RFO are those in effect through FAC
90-46. The SIC code and the small business size standard for this
procurement are 3669 and 750 number of employees. The offeror shall
state in their offer their size status for this procurement. All
responsible business sources may submit an offer which shall be
considered by the agency. Delivery to NASA Ames Research Center is
required within 30 days ARO. Delivery shall be FOB Destination. The
DPAS rating for this procurement is DO-C9. Offers for the items(s)
described above may be mailed or faxed to the identified point of
contact and include, solicitation number, FOB destination to this
Center, proposed delivery schedule, discount/payment terms, warranty
duration (if applicable), taxpayer identification number (TIN),
identification of any special commercial terms, and be signed by an
authorized company representative. Offerors are encouraged to use the
Standard Form 1449, Solicitation/Contract/Order for Commercial Items
form found at URL: http://procure.arc.nasa.gov/Acq/Standard_
Forms/Index.html to submit a offer. Offerors shall provide the
information required by FAR 52.212-1. If other than the brand name
identified is offered, then the offeror shall indicate the
manufacturer, brand, and model/part number offered and provide a
description in sufficient detail to show that the product offered meets
the specifications and brand name identified in this notice. If the end
product(s) offered is other than domestic end product(s) as defined in
the clause entitled "Buy American Act -- Supplies," the offeror shall
so state and shall list the country of origin. The Representations and
Certifications required by FAR 52.2l2-3 (which may be obtained via the
internet at URL:

required from the successful offeror(s) prior to award. FAR 52.212-4 is
applicable. FAR 52.212-5 is applicable with the exception of 52.225-21
Alternate I, 52.239-1, 52.247-64, 52.222-41, 52.222-52, 52.222-43,
52.222-44, 52.222-47. Questions regarding this acquisition must be
submitted in writing no later than August 22, 1997. Offers are due by
close of business on September 2, 1997 to the address and identified
point of contact specified above. Selection and award will be made to
the lowest priced, technically acceptable offeror in accordance with
NFS 1871.401-3(b). Technical acceptability will be determined by
information submitted by the offeror providing a description in
sufficient detail to show that the product offered meets the
Government's requirement. An ombudsman has been appointed -- See Note
"B". Prospective offerors shall notify this office of their intent to
submit an offer. It is the offeror's responsibility to monitor this
site for the release of amendments (if any). Potential offerors will be
responsible for downloading their own copy of this combination
synopsis/solicitation and amendments (if any). Hard copies may be
