synopsis/solicitation for commercial services prepared in accordance
withthe format in subpart 12.6, as supplemented with additional
information included in this notice. This announcement constituties the
only solicitation: proposals are being requested and a written
solicitation will not be issued. (II) This solicitation is a Request
for Quotation, number 117-0539. (III) The solicitation document and
incorporated provisions and clauses are those in effect through FAC
90-46. (IV) The SIC code for this solicitation is: 8661. The small
business size standard is $5.0 million. This solicitation is a 100%
small business set-aside. (V) Item 1 -- Provide services up to 26 times
through-out the fiscal year. Each service will consist of a three (3)
hour session. (VI) The offeror must be able to provide or be a ordained
Jewish Rabbi. The offeror will be instructing convicted felons housed
at the Federal Correctional Institution and the Federal Detention
Center, Milan, Michigan. The conractor cannot and will not perform the
following functions: supervise inmates; supervise Bureau staff;
participate in inmate accountability; requisition, sign for or receive
supplies for the government; formulate policy or procedures; or attend
staff functions. All required equipment will be furnished by the
Government for use on the premises. The contractor shall agree to
adhere to all the regulations prescribed by the institution for safety,
security, custody and conduct of inmates. Any infractions of the rules
shall be immediately reported to the Staff Chaplains. The awarded
contractor shall attend an orientation session, prior to assuming the
contract duties. Reimbursement is authorized for the time spent in the
institution security orientation at the contract rate. (VII) The exact
dates & times of the sessions will be determined once the contract is
let. (VIII) Provision 52.212-1, Instructions to Offerors-Commercial,
applies to this acquisition. (IX) The award will be based solely on
price -- lowestbid. (X) Include a completed copy of the provision
52.212-5, Offeror Representations & Certifications-Commercial Items,
with the bid. (XI) Clause 52.212-4, Contract Terms &
Conditions-Commercial Items, applies to this acquisition. (XII) Clause
52.212-5, Contract Terms & Conditions Required to Implement Statues or
Executive Orders-Commercial Items, applies to this asquisition. (XIII)
Contract Security (P.S. 3000-1) applies to this acquisition. This
includes a NCIC background check; name check; fingerprint check; law
enforcement agency checks; contractor pre-employment form; vouchering
of employers in the last five (5) years; declaration for Federal
Employment; release of information; and, urinalysis. (XIV) DPAS does
not apply to this acquisition. (XV) Offers are due September 19,1997 at
2:00 p.m. EST at the Federal Correctional Institution, Milan, Michigan.
