NASA s Goddard Space Flight Center (GSFC) is interested in determining the availability of sources to support NASA Safety, Reliability, and Quality Assurance (SR&QA) insight and/or oversight of its suppliers. The effort will entail all SR&QA aspects of contracted-directed activities for NASA Headquarters and designated NASA field centers. It is anticipated that the resulting contract will provide inspection, audit, and survey services to NASA. Specifically, contractor services and capabilities will include: on-site supplier process proofing and monitoring; supplier audits and surveys; product and process inspections; and test monitoring. The Contractor shall be responsible for maintaining adequate training and certification of its personnel; stamp control; independent inspections and tests for required supplies and services; configuration verification; ISO 9001 assessment; process control evaluation; nonconformance control evaluation; mandatory source inspection; review meeting support; technical investigations and review; documentation review; system safety evaluations; government property control; system surveillance and audits; etc. NASA wants to find interested and capable offerors of these services. This is not a Request for Proposal (RFP) and should not be construed as a commitment by the government. Draft copies of any future RFP shall be made available to potential sources for review and comment in the upcoming months. Prospective sources should submit detailed information including: name; location; capabilities; experience; past performance; and qualifications. Sources are also invited to discuss their ideas regarding the type of contract to be used and any appropriate performance measurements/metrics and performance incentives.
