combined synopsis/solicitation for commercial items prepared in
accordance with the format in the FAR 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested.
Written solicitations will not be issued. (II) This solicitation is
issued under RFQ 117-0538. (III) The solicitation is 100% set aside for
small business. It is advertised as full and open competition with a
SIC Code of 8999, with a size standard of 3.5 million. (V) The
Government is seeking a Qualified Contractor to provide substance abuse
couseling to adult male inmates incarcerated within th Federal
Correctional Institution. The groups will be comprised of approximately
12 inmates, and will be a minimum of 75 minutes in length. The
contractor will provide between six and eight sessions per week. The
specific schedule will be decided by the contractor and the Coordinator
once the contract is let. Group topics will be Social pressure and
Relapse Prevention. In addition, the contractor will be required to
provide consultation on group members by communicating with the
Coordinator and document services in the clinical record. The contract
requires the contractor to operate a system of records for
documentation of specific services performed and will required
adherence to the Privacy Act of 1974. The contractor cannot and will
not perform the following functions: supervise inmates; supervise
Bureau of Prisons staff; participate in inmate accountability;
requisition, sign for or receive supplies for the government; formulate
policy or procedures; or attend staff functions. (VI) The Contractor
shall conduct six to eight sessions per week. Each session shall be two
(2) hours in length. Contractor shall not exceed 30 hours per week.
Documentation of training, credentials and insurance shall be submitted
with the bid. The contractor (1)must hold a B.S. or B.A. degree in
mental health discipline; (2) must have a background in relapse
prevention; (3) must have experience in providing individual and group
counseling; and (4) must have at least 500 hours of experience in a
substance abuse treatment setting. (VII) All equipment and supplies
will be furnished by the Government for use on the premises. Inmate
attendance and conduct will be monitored by Government personnel.
Providing services under this contract will require frequent
unsupervised contact with inmates. (VIII) The contractor shall agree to
adhere to all regulations prescribed by the institution for safety,
security, custody and conduct of inmates. The awarded contractor shall
attend an orientation session, prior to assuming the contract duties.
Reimbursement is authorized for the time spent in the institution
security orientation at the contract rate. In accordance with the
Prompt Payment Act, payments will be made monthly, based on sessions
received by the Government. For security reasons, the Government
reserves the right to prohibit certain contractors from working under
this contract.The contractor's performance will be monitored by the
Contracting Officers Technical Representative (COTR), Dr. William
Bickart, Chief Psychologist. (IX) FAR 52.212-1 Instructions to Offerors
-- Commercial is included by reference. Offerors are advised that award
will be made to the lowest price submitted that meets the requirements.
FAR 52.212-3, Offeror Representations & Certifications -- Commercial
Items, shall be completed and submitted with the bids. FAR 52.212-4
Contract Terms & Conditions-Commercial Items, applies to this
