The Procurement Branch, Mission Support Center, Office of the Chief Financial Officer (OCFO) of the District of Columbia (hereafter "District"), solicits expressions of interest from Contractors interested in implementing and maintaining an Activity Based Cost Management System (ABCMS). A firm fixed price contract may be awarded to cover the services described below. A. GENERAL: 1. GOAL. The goal of ABCMS is to provide the District with an effective tool for developing cost information that can be used to (a) formulate agency budgets, (b) manage performance, cost and quality service provided to District Citizens, and (c) assess process improvement opportunities within existing operations as a means to reduce cost and improve services. 2. OBJECTIVE. The objective of any resulting contract from this solicitation is to support the District's efforts by implementing an ABCMS to include, at a minimum: (a) developing a District-wide plan for Activity Based Management (ABM) implementation; (b) training and development of the District's staff in ABM techniques; (c) supporting and assisting in all data gathering efforts; (d) technical support on software and hardware requirement for ABM; (e) supporting in integrating ABC results in the budget formulation process; (f) support in identifying and qualifying process improvements opportunities; and (g) on-going support as required to maintain and enhance the system. B. STATEMENT OF WORK 1. The required services and deliverables will focus primarily on key agencies where analysis is believed to be most advantageous from the perspective of the Government of the District. The agencies are (a) Department of Public Works; (b) Human Services; (c) Business Services and Economic Development; and (d) Office of the Chief Financial Office (CFO). Only those activities deemed to hold the greatest promise for improving the quality of budget analysis and operations in these agencies will be analyzed. 2. SPECIFIC TASKS: Specifically, the prospective contractor's approach shall include at a minimum the following activities. (a) IMPLEMENTATION PLANNING; (b) TRAINING AND DEVELOPMENT; (c) ACTIVITY ANALYSIS; (d) PROCESS EVALUATION AND PROCESS IMPROVEMENT PLANNING; (e) ACTIVITY BASED BUDGETING (ABB); and (f) PROJECT ASSESSMENT AND FOLLOW-UP. C. REPORTS AND DELIVERABLES: Deliverables shall include: activity dictionary; process maps; prioritized list of opportunities; improvement plans; and software package which will include an ABC software package to be retained by the District with all corresponding licenses, manuals, and instructions.
