The contractor will develop a program manual and evaluation of coal miners and farmers outreach program. The manual will describe the goals of the Farmers Resource Center outreach program, describe the services being provided,including how the program is implemented. The contractor will also develop and conduct a process evaluation of Farm Resource Center's year 02 program activities.
