or facsimile 875-6292. The U.S. Department of State, Office of Foreign
Buildings Operations, is seeking to pre-qualify prospective
construction contractors for renovation of the American Ambassador's
residence, Winfield House, in London, England. Renovations to Winfield
House require compliance with British building codes and standards.
Meticulous historic restoration of the house is of major importance.
The estimated construction cost for this project is over $5,000,000.00
U.S. dollars, equivalent to over three million British pounds
sterling. The form of contract anticipated is a U.S. Department of
State fixed price construction contract. The tender (solicitation)
documentation will be comprised of specifications, drawings and bills
of quantities. The successful contractor is not required to have a
security clearance. The estimated start of construction is
February/March, 1998. The project will be designed in metric units.
Section 11 of the Foreign Service Buildings Act, 22 U.S.C. 302, applies
to this acquisition. If determined that adequate competition exists,
eligibility for award of contracts under Section 11 is limited to: (1)
American-owned bidders and (2) bidders from countries which permit
substantially equal access to American bidders for comparable
diplomatic and counselor projects. Bidder qualification shall be
determined on nationality of ownership, the burden of which shall be on
the prospective bidder. Qualification as an "American-owned bidder
under section (1) above shall require evidence of: (a) performance of
similar construction work in the United States, and (b) either (i)
ownership in excess of fifty percent by U.S. citizens or permanent
residents, or (ii) incorporation in the United States for more than
three years and employment of United States citizens or permanent
residents in more than half of the corporation's permanent full-time
professional and managerial positions in the United States. For the
purpose of determining competitive status, bids qualifying under
section (1) above shall be reduced by 10percent. Interested contractors
should state whether they are qualified as "American-owned bidders" and
provide documentary support which demonstrates compliance with the
criteria for "American-owned bidder," stated above. All prospective
contractors must meet the following pre-qualification criteria, and
provide details of their qualifications in writing (ENGLISH ONLY), in
order to receive the solicitations: (1) Show successful and
satisfactory completion of projects, similar in complexity and type,
with at least two construction projects over $5,000,000.00 (three
million pounds); (2) Show a minimum of five years of successful
construction experience on similar projects outside the North American
Continent with preference for those performed in the United Kingdom;
(3) Provide data showing financial capability of performing the work;
(4) Show ability to provide full performance and payment bonds or bank
letters of guaranty in a form acceptable to the U.S. Government; (5)
Show specialized experience and technical competence in residential
renovation projects involving multiple disciplines, e.g. architectural,
mechanical, structural and electrical in family residences; and (6)
Show proven experience in renovation and conservation of historic
buildings (historic building preservation). To support the
pre-qualification criteria above, prospective contractors are to
demonstrate satisfactory performance on all contracts performed during
the last three years. Interested contractors must request, by mail or
