synopsis/solicitation for commercial items prepared in accordance with
the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as
supplemented with additional information included in this notice. The
announcement constitutes the only solicitation; bids are being
requested and a written solicitation will not be issued -- This
solicitation is being issued as a Request For Quotation (RFQ) #70225.
This solicitation document and incorporated provisions & clauses are
those in effect through Federal Acquisition Circular (FAC) 90-46 --
This solicitation is under the Simplified Acquisition Procedures (SAP)
for Small Business-Small Purchase Set-Aside -- The Standard Industrial
Classification Code (SIC) is 3825 and the Business Size standard is 500
employees -- This will be a Firm-Fixed-price contract -- This is a
"Brand Name or Equal" solicitation -- Manufacturer is John Fluke MFG.
Co. -- Seventy-Six (76) Fluke 45 Dual Display Multimeter, with the
following salient characteristics: 5-digit, 100,000 count meter that
truly fits all applications and virtually any measurement need-on the
workbench or in the field; two multifunction displays and 16 different
measurement capabilities allow wide ranging versatility; R&D
applications: a multifunction vacuum fluorescent dual display allowing
the user to measure two different parameters of the same signal from
one test connection, and view both measurements at the same time;
true-rms voltage and current, including ac + dc; RS-232 interface
standard, IEEE-488.2 option; frequency measurement to 1 MHZ; dB
measurements: 21 selectable reference impedances, from 2 to 8000, and

must include a one-year parts and 90 days labor warranty -- The above
listed characteristics are intended to be descriptive, but not
restrictive. Unless clearly marked that the vendor is quoting on an
"equal" the offered item shall be considered as the brand name product
referenced in this announcement. If the vendor proposes to furnish an
"equal" product, the brand name, if any, of the product to be
furnished shall be inserted on the proposal. The evaluation of
quotations and the determination as to equality of the product shall be
the responsibility of the Government and will be based on information
furnished by the vendor. The purchasing activity is not responsible for
locating or securing any information which is not identified in the
quotation and reasonably available to the purchasing activity. To
insure that sufficient information is available, the vendor must
furnish as a part of his quotation all descriptive material necessary
for the purchasing activity to determine whether the product meets the
salient characteristics of the requirement. If the vendor proposes to
modify a product so as to make it conform to the requirements of this
announcement he shall include a clear description of such proposed
modifications and clearly mark any descriptive material to show the
proposed modifications -- Delivery shall be FOB Destination To: FBI, at
thirty (30) different receiving locations, within the Continental
United States -- Inspection and acceptance will be done by each of the
thirty (30) receiving locations -- All bids shall be clearly marked
with RFQ # 70225 and shall be submitted to the address listed on line
number seven (7) no later than 4:30 pm EST, September 3, 1997 -- The

Offeror shall include a completed copy of the FAR provisions at
51.212-3, Offeror Representations and Certifications-Commercial Items
(Jan 1997) with its proposal -- FAR 52.212-2, Evaluation-Commercial
Items (Oct 1995). The following factors shall be used to evaluate
offers: Technical Specification and price in descending order of
importance -- FAR 52.212-4, Contract Terms and Conditions-Commercial
Items (Aug 1996) are incorporated by reference and apply to this
acquisition -- Technical acceptability will be determined solely on the
content and merit of the information submitted by the offeror in
response to this notice -- Bidders are hereby notified that if your bid
