Provide commercial equipment to setup a network of meteorological instruments to measure wind speed, wind direction, air temperature, relative humidity, photosynthetically active radiation, net radiation, precipitation, soil moisture, and soil temperature at numerous locations and heights (depths) within tree stand test plots. A multiplexer/data logger and fiber optics line connecting each instrument will allow the transfer of data stored in all data loggers to a central computer facility at the site where data will be downloaded onto internal or external computer storage devices. These data will then be periodically downloaded via modem or high-speed data transfer line for then be periodically downloaded via modem or high-speed data transfer line for analysis and archiving activities. 17 line items: (1) Measurement and Control ASystem (data logger) with Black Wiring Panel and 128K Memory; Temp. Testing -24% to +50%C -- 4 each; Required to be compatible with almost any sensor; to be apply mathematical functions to the measurements; process data over time; to be capability to connect to a PC via an onsite fiber optics line; to be able to powered by alkaline D-cells or sealed rechargeable 12 V DC batteries; must have transducers, pulse pickups, flow transducers, potentiometers, strain gages, capability to connect to a PC via an onsite fiber optics line; to be able to measure most sensors, including thermocouples, thermistors, pressure work transducers, pulse pickups' flow transducers, potentiometers, strain gages, load cells, digital switches, and accelerometers. The datalogger must be able to carry out data reduction to save storage space and post-processing work (e.g. maximum, minimum, total, average, standard deviation, etc.). Required 50 specifications for the datalogger are as follows: Voltage Requirements: 9.6 -- 16 VDC; Temperature Range: -25C to 50C; Analog Input Channels: 6 Differential Current Drain:Quiescent -- <1.5 mA; Processing -- 13 mA; Measurement -- 46 mA. (2)16-Channel 4-Wire Input Multiplexer w/o Enclosure -- 4 each; (3) 50Y Temp. and Relative Humidity Probe with lead beyond 9 ft -- 16 each; Required to be compatibility with data logger and to have the capacity to measure temperatures in the range of -40C to +60C; with temperature measurement accuracy of: +/- 0.5C @ -40C, +/- 0.4C @ -20C, +/- 0.6C ~@ +60C. Required to be capable of measuring relative humidities between 10% and 100% with the following accuracy: +/- 3% for 10% to 90% relative humidity, +/- 6% for 90% to 100% relative humidity. Long-term stability must be better than +/- 1% per year; supply voltage characteristics must range between 7 and 28 V DC; current consumption must be less than 2 milli-amps; diameter should be less than 0.5 inches; length should be less than 3 inches; must be compatible with the 6-plate radiation shield that holds the probe within it via a mounting clamp; must be durable enough to require only minimal maintenance (i.e. monthly checks). (4) 6-Plate Gill Radiation Shield for Temperature and Relative Humidity Probe -- 16 each; (5) Water Content Reflectometer -- 36 each, with Installation Tool and Pilot Tool -- 2 each; Required to be compatible with data logger and temperature and relative humidity probe. (6) Solar Radiation Quantum Sensor -- 12 each; Required to have integral adaptor. (7) Solar Radiation Base and Leveling Fixture -- 12 each; Required to be compatible with quantum sensor. (8) Pyranometer Crossarm Stand with 3/4 inch to 3/4 inch NU-Rail Fitting -- 12 each; (9) Wind Speed and/or Direction Sentry Wind Set -- 8 each; Require to measure horizontal wind speeds between 0 and 50 m/s (112 mph); to survive wind gusts up to 60 m/s (134 mph). Anemometer must have a horizontal wind speed threshold of 0.5 m/s (1.1 mph); wind direction range must be 360 degrees. Cup wheel rotation for the anemometer should produce an AC sine wave voltage signal with frequency directly proportional to wind speed; cups must be small in size (40 mm in diameter or less); cup wheel assembly should be no larger than 12 cm in diameter. Wind vane must have a horizontal wind speed threshold of 0.8 m/s (1.8 mph); The probe must be made of corrosion resistant material and use stainless steel precision instrument grade ball bearings which are lubricated with a wide temperature range, high quality instrument oil. The probe must interface directly with the datalogger. (10) Cable for Solar Radiation Sensor in specific increments of 97-foot, 102-foot, 202-foot, 208-foot, 125-foot and 131-foot -- 2 each; (11) Cable for Net Radiometer/Solar Radiation in specific increments of 97-foot and 103-foot -- 2 each; (12) Cable for Sentry Wind set in specific increments of 97-foot, 103-foot, 123-foot, and 129-foot -- 2 each; (13) Cable for Air Temp and Relative Humidity Probe in specific increments of 97-foot; 103-foot, 123-foot, 129-foot, 203-foot, 209-foot, 125-foot, and 131-foot -- 2 each; (14) Cable for Water Content Reflectometer in specific increments of 90-foot, 92-foot, 94-foot, 96-foot, 98-foot, 100-foot, 119-foot, 121-foot, 123-foot, 125-foot, 127-foot, 129-foot, 196-foot, 198-foot, 200-foot, 202-foot, 204-foot, and 206-foot -- 2 each; (15) Net Radiometer -- 4 each; (16) 12V Charger/Regulator with 18V 1.1 amp Wall Charger -- 4 each; (17) Communication Support Software on 3.5", 1.44 Mbyte disk -- 1 each; Required to communicate with data logger. Supplies need to operate under temperature conditions characteristic of northern Wisconsin, -24 C to 50 C. In addition to supplies the Contractor must be capable of providing technical onsite and offsite support to the instrument network setup in late summer or early fall of 1997 and continue to provide periodic onsite and offsite technical support following the setup, including a period of up to 5+ years (the duration of the study). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. Solicitation number RFQ-NC-97-04 is a solicitation issued as a Request For Quotation (RFQ). This procurement shall be awarded using Simplified Acquisition Procedures (SAP) and provisions and clauses in effect through Federal Acquisition Circular 90-46 dated May 16, 1997. This is a 100% Small Business Set-aside for small business concerns. For this acquisition the Standard industrial classification (SIC) code is 3823 and small business size standard is 500 employees or less.
