This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is 53SBNB760269 and the solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-46. The contract line item number (CLIN) and item, quantity and unit of measure is: CLIN 0001 is a quantity of 13 each ME30 to 2D/3D Station to include ME10 Solid Designer Personal IGES 2D/3D and STL translators, Product No. B3015CA #003. CLIN 0002 ia a quantity of 2 each Solid Designer/ME10 CD-ROM Media for HP-UX, Product No. B3010CA #003. CLIN 0003 is a quantity of 2 each Solid /Designer Manual Set -- Getting Started Product No. B3010CA #000 CLIN 0004 is a quantity of 2 each Solid Designer Manual Set -- Concept/Task Guide Product No. B3010CA #011. CLIN 0005 is a quantity of 2 each Solid Designer Manual Set -- Reference Manuals Product No. B3010CA #012. The National Institute of Standards and Technology (NIST) intends to negotiate with CoCreate, 2025 West Larpenteur Avenue, St. Paul, MN 55113 on a sole source basis to acquire CLIN's 0001-0005. CoCreate is the only source that can provide a software package that is compatible with both NIST's existing extensive database of solid models and mechanical engineering drawings, which were created with Hewlett Packard ME30 and ME10 drafting programs. The software package must also be compatible with NIST extensive network of Hewlett Packard RISC workstations. Additionally, the Department of Commerce and the National Institute of Standards and Technology have recently developed a major national facility for cold neutron research. These instruments will offer new opportunities to use neutron scattering to study the many important material science concerns. In addition, these instruments will provide fundamental physics research, neutron interferometry, and neutron optics. The Center for Neutron Research of the Institute for Material Science and Engineering is responsible for the design, construction and operation of these new instruments. The Government is upgrading software to SolidDesigner and ME10. Over the past nine years, the Reactor Division has generated a substantial database of instrument and facility computer models (3D solids) that form the basis for new or upgraded designs. Apart from ME30, CoCreate Solid Designer software is the only software that offers acceptable compatibility with existing instrument designs. Required delivery within 30 days from contract award.
