is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in Federal Acquisition Regulation (FAR)
Subpart 12.6, as supplemented with additional information included in
this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION;
PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE
ISSUED. (B) This solicitation (solicitation number DTCG23-97-R-PPA585)
is issued as a request for proposal (RFP). (C) This solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 90-46. (D) This solicitation is
being conducted under full-and-open competition, and there are no
set-asides for this acquisition. (E) The list of Contract Line Item
Numbers (CLIN's) and their associated items, quantities and units of
measure are as follows: CLIN 0001, (Handbook which is appropriately
titled by the Offeror); CLIN 0001 Quantity, 50,000; CLIN 0001 Unit of
measure: Each. (F) DESCRIPTION OF REQUIREMENTS FOR THE ITEMS (CLIN
0001) TO BE ACQUIRED: The Contractor shall produce appropriately titled
handbooks which address, at a minimum, all the requirements stated in
(I) through (VII) below. The Contractor is responsible for providing
all labor, materials and equipment necessary to produce the handbooks.
The handbooks shall be bound by staples, string, or other commercial
means. For the handbooks to be considered technically acceptable, they
shall, at a minimum, contain the following information: (I)
Introduction; (II) Personal, family and financial tips (minimally
including budgeting/financial planning, protecting personal property,
and dealing with emotional issues; (III) Military benefits and
entitlements (minimally including military pay, medical/dental care,
relocation, commissary and exchange privileges, military retirement,
and life insurance); (IV) Legal matters (minimally including important
legal documents (e.g., wills), voting, and power of attorney); (V)
Family care plans (minimally addressing care of family and personal
property during military separation); (VI) Relocation tips (minimally
including (a) tips about organization of belongings, (b) tips about
locating housing, and (c) tips on relocating family members); and (VII)
Coast Guard Reserve Information (minimally including (a) Coast Guard
Reserve organization and (b) benefits and entitlements of Coast Guard
Reserve). The handbooks need not necessarily contain sections exactly
entitled as outlined in (I) through (VII) above, and the handbooks need
not necessarily be organized exactly as outlined in (I) through (VII)
above; however, all topics contained in (I) through (VII) above shall
be addressed in the handbooks in order for the handbooks to be
technically acceptable. (G) DATE(S) AND PLACE(S) OF DELIVERY AND
ACCEPTANCE AND FOB POINT: At contract award, the Contracting Officer
will provide (in the contract) a list of recipients of the
appropriately titled handbook and their corresponding mailing
addresses. The Contractor shall mail one copy of the handbook to each
recipient specified in the contract via 3rd class mail or equivalent.
Any handbooks not mailed to addressees on the list provided in the
contract shall be mailed or otherwise delivered to: Commandant (G-WPW),
U.S. Coast Guard Headquarters, 2100 Second St., S.W., Room 6400,
Washington, DC 20593-0001. The date and time for delivery of the
handbooks to G-WPW will be provided at contract award. Delivery terms
are f.o.b. destination. (H) The provision at FAR 52.212-1, Instructions
to Offerors Commercial Items (OCT 1995) applies to this acquisition.
THE OFFEROR SHALL COMPLY WITH THE INSTRUCTIONS CONTAINED IN FAR
52.212-1 WHEN PREPARING A PROPOSAL. THE OFFEROR SHALL ALSO SUBMIT A
PRODUCT SAMPLE (AN EXACT COPY OF THE APPROPRIATELY TITLED HANDBOOK THAT
IS BEING PROPOSED) WITH ITS PROPOSAL AT THE TIME AND PLACE SPECIFIED
BELOW FOR RECEIPT OF PROPOSALS; THIS PRODUCT SAMPLE WILL CONSTITUTE THE
OFFEROR'S TECHNICAL PROPOSAL. (I) FAR 52-212-2, Evaluation Commercial
Items (OCT 1995) does not apply to this solicitation; the evaluation
procedures that will be used by the Government will be to award a
firm-fixed-price contract for CLIN 0001 to that responsible Offeror
submitting a technically acceptable proposal (product sample) and
offering the lowest price for 50,000 units of CLIN 0001. Low price
shall be the deciding factor among technically acceptable proposals
(product samples). To be rated technically acceptable, the Offeror's
product sample must meet all of the minimum criteria identified in
(F)(I) through (F)(VII) above. THERE IS NO SPECIFIC FORMAT REQUIRED FOR
THE PRICE PROPOSAL, BUT THE OFFEROR IS ADVISED TO ORGANIZE ITS PRICE
PROPOSAL IN A LOGICAL MANNER THAT WILL ALLOW THE GOVERNMENT TO EVALUATE
ITS OFFERED PRICE FOR CLIN 0001. THE SUGGESTED FORMAT IS: CLIN 0001;
(NAME OF PROPOSED HANDBOOK FOR CLIN 0001); QUANTITY FOR CLIN 0001:
50,000; CLIN 0001 UNIT: EACH; PROPOSED PRICE PER CLIN 0001 UNIT
(HANDBOOK); AND EXTENDED PRICE FOR CLIN 0001 (CLIN 0001 UNIT PRICE
MULTIPLIED BY 50,000 UNITS). (J) Each Offeror shall include a completed
copy of the provision at FAR 52.212-3, Offeror Representations and
Certifications Commercial Items (JAN 1997) with its proposal. (K) The
clause at FAR 52.212-4, Contract Terms and Conditions Commercial Items
(MAY 1997) applies to this acquisition. (L) The clause at FAR
52.212-5, Contract Terms and Conditions Required to Implement Statutes
or Executive Orders Commercial Items (AUG 1996) applies to this
acquisition. Additional FAR clauses cited in the clause at FAR 52.212.5
that are applicable to this acquisition include: FAR 52.203-6

read all FAR clauses cited in this synopsis/RFP and to become familiar
with the terms and conditions contained therein. (M) The U.S. Coast
Guard Headquarters Building, 2100 Second Street, S.W., Washington, D.C.
20593-0001, is a controlled access building. If the Offeror intends to
hand carry its proposal, prior arrangements for access should be made
by contacting Joseph L. Widdup at 202/267-6290 at least one work day
prior to the date you require access. If prior arrangements are not
made, you should allow at least 30 minutes for visitor access. It is
the Offeror's responsibility to ensure that its proposal is delivered
by the due date and time required in this solicitation. (N) Proposals
are due no later than 12:00 P.M. Eastern Daylight Time on September 9,
