Atlantic Division, Naval Facilities Engineering Command, Norfolk,
Virginia intends to acquire Biological services and assessments at
various Naval Activities within the geographical area of the Atlantic
Division consisting of the Mid-Atlantic U. S. and North Eastern states
of VA, NC, WV, MD, RI, NJ, PA, NY, MA, NH, VT, ME, CT, OH, DE,
District of Columbia and also Caribbean Area, Europe and Mediterranean
under a Fixed Price Requirements Type Contract. The contractor shall
investigate, quantify, and describe various natural resource components
(including flora, fauna, geology, hydrology, etc.) to develop plans,
studies, inventories, reports, and maps for natural resource
management, conservation, and compliance. Example plans include, but
are not limited to natural resources management, BASH, wetland
mitigation/monitoring, habitat restoration, and shoreline restoration.
Supporting studies and documents include, but are not limited to
bioassays, forest inventories, endangered species inventories, wetland
delineations, fish and wildlife inventories, ecological site
assessments, geographic mapping products, and educational materials.
The contractor shall perform consultations and prepare permit
applications in accordance with Federal/State regulatory procedures and
DOD/Navy directives. Those parties interested in submitting a proposal
shall notify Patricia Kellihan no later than 3 September 1997 and
please provide county and state of your business location to permit
inclusion of appropriate wage determinations. All responsible sources
may submit an offer which will be considered. This solicitation is for
a base period (12 months) with four (4) one-year option periods to
extend the services, not to exceed 60 months. This proposed acquisition
is being solicited on an unrestricted basis. This is a negotiated
procurement requiring the submission of a Technical and Price proposal.
The award will be made to the technically acceptable offeror whose
offer conforming to the solicitation will be most advantageous tothe
Government, cost or price and other factors considered. Estimated date
for release of the solicitation is on or about 9 September 1997.
Estimated date for receipt of offers on or about 9 October 1997.
