FISC San Diego is announcing its intent to issue a directed sole source procurement to Avantos Performance Systems under the authority of FAR 6.302. This procurement is a small business set aside. This is a combined synopsis/solicitation for a commercial service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation; quotes are being requested and a SEPARATE WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is N00244-97-Q-A588. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-46 and Defense Acquisition Circular 91-11. The standard industrial code is 7379 and the business size standard is $18 million. The agency need is for a Maintenance Agreement for ManagePro 3.0 Premium Technical Support Program, including access to technical support via an 800 number and automatic receipt of enhancements and upgrades for 400 users during the next fiscal year, 97 Oct 01 thru 98 Sep 30. The agreement shall include software upgrades, interim releases as they are generally available, technical support, and access to the Avantos BBS which is the Avantos "On-Line Knowlede base". Delivery is required 97 Oct 01 to FISC San Diego with an FOB of Destination. The provision at FAR 52.212-1, Instruction to Offerors-Commercial Items applies. The government intends to make a single award to the responsible offeror whose offer is the most advantageous to the government considering price and price related factors. Provision 52.212-2, Evaluation-Commercial Items, applies with paragraph (a) completed as follows: Award will be made to the offeror that meets the solicitation's minimum criteria for technical acceptability at the lowest price.
