copies picked up at this office. The Procurement Branch, Mission
Support Center, Office of the Chief Financial Officer (OCFO) of the
District of Columbia (hereafter "District"), solicits expressions of
interest from interested potential Contractors, especially offerors
with a history of successful performance in estate appraisal and
management, to undertake the audit, evaluation and assessment of the
District of Columbia's real estate holdings, as described in the
Statement of Work below. A firm fixed-price contract is anticipated to
result from this solicitation. A. STATEMENT OF WORK: Background: The
District has a building inventory of approximately 2,800 structures
comprising office buildings, police stations, fire stations, hospitals,
clinics, correctional institutions, storage sheds, and trailers, with
an proximate area of 49 million square feet. 2. Purpose: The purpose of
this procurement is to provide the District with a facilities audit to
identify the existing physical condition and functional performance of
buildings as well as maintenance deficiencies. 3. Scope of Work:
Specific contract tasks include, but not limited to, the following:
(A). The first phase of work will consist of coordinating with the
Department of Administrative Services (DAS) to ascertain a copy of the
inventory of all buildings and embellishing it for the development of
the facility condition assessment (FCAS); (B) The DPW Master Building
Listing should be used to reconcile with the inventory listing just
completed within the DAS to ensure a comprehensive inventory of
District-owned and operated buildings and sites; (C) All usable data
obtained from agency-generated condition facility assessments will be
used in the development of the District-Wide Facility Condition
Assessment Study. The Contractor shall develop long-term (six- to
fifteen year) and short-term (five-year) repair and replacement program
that shall achieve a state of maintainability of existing systems. The
Contractor shall establish a facility condition index (FCI) for each
building. The FCI shall also establish a quantifiable indicator of the
relative condition of a facility for comparison with other facilities
in a simple manner the higher the index the worse the condition. (D)
The Contractor shall use his expertise and experience to develop a more
meaningful, simple, but valid FCI index to determine numerical building
condition ratings for comparison purposes. The Contractor shall provide
an in-depth analysis of the District's existing Building Maintenance
Operations across agency boundaries, including a review of current
operations and procedures and recommendations for improved productivity
and efficiency, as well as appropriate staffing levels. 4. Computer
Application Requirements: The District requires a computerize system to
(1) manage all the data collected from the various facility surveys,
(2) incorporate that data into required reports, and (3) provide system
interface with related departmental systems. 5. Training: The
Contractor shall train District personnel in all the services it
provides. The Contractor shall be responsible for the coordination and
communication of all aspects of the project between the project team
members and District representatives. 6. Project Plan: The Contractor
shall provide the District with a Project Plan outlining the Statement
of Work contemplated under this contract within ten (10) days of the
contract award. 7. Final Report: At the end of the contract the
Contractor shall provide a comprehensive report covering an in-depth
analysis of the existing District's Building Maintenance Operations
across agency boundaries. B. PERIOD OF PERFORMANCE: The estimated
period of performance under the intended contract is 104 days after the
