This is a combined synopsis/solicitation for commercial items prepared in accordance with the Format in FAR Subpart 12.6, supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. II. This solicitation number N00600-97-Q553 is issued as a request for quotation (RFQ). All references to "offers" are understood to be "quotations". III. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 45. IV. FAR 52.219-6,"Notice of Total Small Business Set-Aside" is hereby incorporated by reference. The standard industrial classification code is 8742 and the small business size standard is $3.5. V. Contract line item is: Conduct meetings and prepare the Navy Family Advocacy Strategic Plan. VI. Description of requirement for the service to be acquired; Contractor shall meet the Headquarters Family Advocacy Program staff and other participants to discuss issues, and areas to be addressed in the Strategic Plan. Provide participants with a basic knowledge of the FAP (Family Advocacy Program) Strategic Planning process and preparation. Coordinate with FAP (Family Advocacy Program) to finalize the meeting agenda and materials. Work closely with PERS-661 staff in the "preplanning" phase, to ensure that participants input is gathered and relevant issues are identified. Provide a final Family Advocacy Program Strategi Plan document based on the results of the meeting and other input from key informants. Travel to Arlington, VA and be present during the planning process Travel time limited to one-half (1/2/) hour from Arlington, VA. Contractor shall provide a meeting format/agenda that ensures all key topics are addressed in a preliminary draft, provide a preliminary list of issues identified, gather inputs from other participants, and other key informants, including a series of in-person and phone interviews, and a brief mail-out survey, provide prepared final Strategic Plan documents (of approximately 50 pages) and provide one hundred (100) copies, provide five facilitators for the 3-5 September 1997 meeting for the breakout sessions, prepare a focus group protocol to be used by the Regional Coordinators to conduct focus groups with unit leadership. VII.Meetings shall take place at the Arlington Navy Annex, Arlington, VA. VIII. FAR 52-212-1, Instruction to Offers-Commercial Items, is incorporated by reference and applies to this acquisition. IX. Evaluation. (a) The Government will award a purchase order resulting from this solicitation/request for quotation to the responsible offeror whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotations: (i) technical capability of the item/service offered to meet the Government requirements and (ii) price. Technical is approximately equal to price in terms of evaluation. X. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certificates-Commercial Items, and DFAR 252.212-7000, Offeror Representations and Certifications-Commercial Items, with its written quotation. XI. FAR 52.212-4 "Contract Terms and Conditions-Commercial Items" is incorporated by reference and applies to this acquisition and resulting purchase order. The following terms and conditions are added as an addendum to this clause: Type of Purchase Order. The resulting purchase order will be a firm-fixed price purchase order.
