synopsis/solicitation for the production of "Video News Packages" in
accordance with FAR Part 13 Simplified Acquisition Procedures. This
announcement constitutes the only solicitation. Written quotations are
being requested and a written solicitation will not be issued. The
solicitation number is EMW-97-RQ-0436. The Solicitation is issued as a
request for proposal (RFQ). This procurement is set-aside for small
business. It is anticipated that a purchase order will be awarded with
no options. I. PURPOSE: This acquisition covers the production of two
(2) Video News Packages composed of the maximum of 10 Video News
Releases (VNRs) with an approximate length/runtime of 1:30 minutes each
on preparedness information /subject topics related to EARTHQUAKES, AND
TORNADOES. II. BACKGROUND: The successes of broadcast initiatives
employed by FEMA-Emergency Information Media Affairs (EIMA) have
changed the baseline for broadcast materials used to convey the FEMA
message. The acceptance and use ofcanned programming on hurricane and
flood topics make it imperative that similar broadcast materials be
prepared for other natural disaster events. Completion of the proposed
project will contribute to completion of the first comprehensive
library of public information materials, for broadcast, since the
release of the FEMA Emergency Public Information library in 1992.
GENERAL DESCRIPTION OF THE WORK TO BE PERFORMED: The vendor shall
responsible for the production of broadcast quality video news packages
in accordance with guidance provided by the EIMA Project Officer. IV.
SPECIFIC TASKS TO BE PERFORMED: Subtask 1.1. Startup Meeting- Within
five (5) working days after award, vendor shall meet with EIMA Project
Officer and such other FEMA staff, as the Project Officer shall
arrange, to identify and discuss the timetable for completion of the
project. Subtask 1.2 Submission of Project Timetable- Within five (5)
working days after the startup meeting, vendor shall provide a project
outline, which incorporates the milestones discussed in subtask
1.1.Subtask 1.3. Research of FEMA videotape, and location shooting-
Vendor shall coordinate with the project officer to research available
FEMA videotape and collect additional location footage. All videotape
proposed for usage shall be logged and prepared for screening not
later than 20-working days after the start of the project. Subtask 1.4-
Submission of draft scripts- Using available FEMA fact sheets and
backgrounders and other developed sources, vendor shall submit a drafts
of the scripts for the VNRs within 25 working days after the start of
the project. Subtask 1.5- Production of Rough-Cuts- Within forty (40)
working days after the start of the project, vendor shall provide the
first rough-cut of the video news package complete with audio for
review by the project officer and such others as he may identify.
Subtask 1.6- Production of Beta Master and Sigma Encoding- Within ten
(10) days after the review of the rough-cuts, vendor shall provide for
the production of two(2) beta masters and sigma encoding. Subtask 2.1-
Sigma Encoding Monitoring -- Within one (1) day after notification by
the project officer vendor shall commence sigma-encoding monitoring and
continue it for a period not to exceed 13-weeks. Subtask 2.2-SIGMA
Reports- Vendor shall provider reports on the results of the monitoring
efforts in accordance with a timetable provided by project officer or
upon request. APPROVAL AND COORDINATION: The successful vendor shall
coordinate all activities covered by this purchase order with the
project officer and/or Director and Deputy Director of EIMA. The
project officer shall serve as the final decision-makers for
coordination of all activities involving offices outside EIMA.
EVALUATION OF QUOTATIONS: The Government will award a firm-fixed price
purchase order to the responsive and responsible offeror whose
quotation is found to be technically acceptable with the lowest price.
The following criteria will be used to evaluate quotations: 1. Vendor
chosen to complete this project shall be able to demonstrate expert
qualifications in creative elements required to produce audio and/or
video production through work samples and staff qualifications
(resumes) provided with submittal of quote (30 Points). 2. Selected
vendor shall be able to demonstrate the positive impact of it's work
products on target audiences through documentation, which may include
measurement instruments such as, surveys, electronic ratings or other
records of broadcast (i.e. sigma reports, etc.) (20 Points). 3.
Documentation in support of vendors past performance shall include
examples/proof of timely work products (15 Points). 4. Vendor selected
to complete this project shall have a background in developing
products about disaster preparedness (15 Points). 5. Recent completion
of creative audio and/or video products (within the past year) in the
topic areas noted in item #3 above (10 Points). 6. Vendor selected to
complete this project shall have in place or be able to employ a
national support structure to coordinate completion or execute a
task(s) outside of the vendor's immediate area (5 Points). 7. Vendor
selected to complete this project shall be able to demonstrate the
"broadcast and/or public relations industry's" acceptance of its work
products and techniques through awards, citations, and other
endorsements received (5 Points). RFQ SUBMISSION: The due date for
submission is Friday, August 29th, 1997 at 3:00 PM to FEMA, FM-AO-RP,

and fax numbers, and point of contact as soon as possible. Failure to
do so will preclude FEMA from the responsibility of providing you with
possible amendments or other required information. It is the vendor's
responsibility to make sure that all faxed information has been
