This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; OFFERS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Contract period is for a base period of one year beginning October 1, 1997 through September 30, 1998. The Government reserves the right to unilaterally extend the period of contract performance in accordance with the clause entitled, Option to Extend the Term of the Contract -- Services. Four Option Years are planned as follows: Option Year 1: October 1, 1998 -- September 30, 1999; Option Year 2: October 1, 1999 -- September 30, 2000; Option Year 3: October 1, 2000 -- September 30, 2001; and Option Year 4: October 1, 2001 -- September 30, 2002. The Department of Interior, Minerals Management Service (MMS) has a requirement for furniture/equipment moving services. SCOPE The Contractor shall provide a daily and hourly moving service for the MMS Headquarters office. The Contractor shall perform all of the services required to remove office furniture, equipment, and related supplies hereinafter sometimes called "property" from their present locations, transport them to the new designated location, and place them in accordance with instructions provided by the Contracting Officer's Technical Representative (COTR) or his designee. These services shall include provision for padding and packing as required for the safe transportation of the property; disassembly of the property when necessary; pick-up and loading of the property at its present location; transportation of the property to its destination; delivery of the property to its new location, unpacking and/or uncrating as required; reassembly of any property which was disassembled by the Contractor for transporting; placement of the property in the new location, as specified by the COTR, or his designee; unpacking and assembly of newly acquired property; delivery and placement of newly acquired property, as specified by the COTR or his designee; removal and disposal of padding and packing materials from Government premises; and any other service which would normally be included in a complete moving service. The services shall be performed within the MMS's Herndon and Sterling, Virginia, and Washington, D. C., locations and, on occasion, other locations within the Washington metropolitan area. The specific work locations are: -- MMS, 381 Elden Street, Herndon, Virginia 22070-4817 -- MMS, Bays-Dulles Business Center, 114 Powers Court, Unit 8, Route 634, Sterling, Virginia 22170 -- Department of the Interior, 18th and C Streets, N.W., Washington, D.C. 20240 -- Customer Supply Center, 6810 Loisdale Road, Building A, Springfield, Virginia 22150 DETAILED DESCRIPTION OF THE WORK TO BE PERFORMED The Contractor shall: 1) Provide Standard Group Service every Thursday, with the exception ofthose Thursdays falling on Federal Holidays as follows: New Year's Day; Martin Luther King's Birthday; George Washington's Birthday; Memorial Day; Independence Day; Labor Day; Columbus Day; Veterans' Day; Thanksgiving Day; Christmas Day; Any other day designated by Federal Statute; Any other day designated by Executive Order; Any other day designated by the Presidential Proclamation; and Any other officially declared Federal-Non-Workday. Standard hours of service shall be from 8:00 a.m. to 4:30 p.m, with 1/2 hour for lunch. The Standard Group Service shall consist of one (1) supervisor/driver with Truck, and one (1) additional laborer/helper. The personnel designated to perform the Standard Group Service will remain the same throughout contract performance, barring any extenuating circumstances beyond the control of the Contractor. 2) In addition to the every Thursday Standard Group Service, the Government may require: a)Additional days or hours of service (both Group Service, as identified above and/or additional laborer/s). b) Additional laborer(s) in support of the every Thursday Standard Group Service. This shall be accomplished through overtime hours on the regular Thursday Standard Group Service day, or by additional hours or days of straight time on a day other than Thursday. The Government will provide 24-hour notice of this special requirement, and the Contractor and the COTR, or his designee, will mutually agree upon the exact scheduling. In the event that the regular Thursday Standard Group Service day falls on a day identified as a holiday, the Government reserves the right to require the Contractor to provide a substitute day during the same work week at no additional cost. The substitute day will be agreed upon mutually by the Contractor and the COTR. 3) Furnish clean and mechanically sound closed-type vans, trucks, or trailers of sufficient size to accommodate the shipment. Vehicles to be used must be equipped with electronic-lift gates, and logistic strapping. Each vehicle must be supplied with sufficient clean pads, covers, and other protective equipment to insure safe transit and delivery of the property in an undamaged condition. Protective covering shall be used to protect the property during loading and unloading operations in the event of inclement weather. The COTR or his designee may reject any vehicle that is mechanically incapable of adequately protecting the property. 4) Furnish dollies, hand trucks, bins, outside portable lifts, and any other special equipment that might be required for a specific job ordered by the COTR, or his designee. 5) Perform packing as necessary for the protection of the property to be moved. Computer, audiovisual, scientific, and otherwise breakable equipment must be pad wrapped. 6) Disassemble, when necessary for safe and efficient transportation, property such as secretarial desks, L-units, and shelving. Reassemble and/or install after transporting to new location. Supervisor/laborer shall be experienced in assembling, disassembling, and reassembling of wood modular workstations as necessary. 7) Read and interpret manufacturer's assembly directions for new property and assemble property according to the directions. Transport and install new property to designated location. 8) Furnish all basic, necessary tools required for assembly/ disassembly of property, i.e. screwdrivers, hammers, wrenches. 9) Furnish padding or other protective material for the interior of buildings, including elevators. Furnish plywood, vinyl, heavy-gauge plastic, or masonite runners as required to provide protection to the floors in all locations. 10) Break down and remove empty packing containers on an as needed basis. Remove and dispose of all move-related rubbish from the Government premises at the close of each service day. JOB TICKETS The Contractor shall complete a job ticket at the conclusion of each job worked for the MMS. This ticket shall indicate the total hours worked that day, names of employees on the job, and a brief description of the tasks performed, e.g., "Unpacked new furniture at the MMS Sterling warehouse -- 3 hours; Delivered, assembled, and placed new furniture in the Herndon Atrium Building -- 5 hours." The completed job ticket must be signed by the COTR, or his designee, at the end of the day; and 1 copy provided to MMS. IMPORTANT INFORMATION FOR OFFERORS: Evaluation criteria -- equal order of importance -- are past performance and cost. Past Performance: Offeror is required to provide in writing 5 names and addresses of locations where the services proposed are currently in use or have been provided within the last 2 years, a contact person, phone number and description of services provided at each location. Award of a contract is contingent upon appropriation of funds for fiscal year 1998.
