Side Looking Airborne Radar (SLAR) -- The Coast Guard is seeking
information from potential sources who can meet the requirements for an
upgrade of seven aircraft subsystems and accessories consisting of four
Coast Guard HU-25B AIREYE and three HC-130H SLAR aircraft sensor
suites. This is not a Request for Proposals (RFP). The purpose of this
Sources Sought/Request for Industry Comment announcement is to develop
a list of qualified firms able to meet the Government's requirements
and to assess the viability of the Government's Statement of Work (SOW)
and Specifications through industry comment. Organizations having the
required expertise and capabilities are invited to submit complete
information discussing such capabilities in a technical capability
outline. Firms will be provided a past project matrix with instructions
for completion upon request through List Server E-mail. Additionally,
firms are invited to comment on the SOW and Specifications, also
available through List Server E-Mail, in the context of their
experience with previous projects of similar scope and complexity.
Comments do not constitute a proposal; rather, will be considered as an
open exchange of capabilities and ideas. The information provided shall
pertain to this synopsis and the applicable documents made available
through the List Server only. The Government does not intend to pay for
the information received. Any interested organization must submit the
appropriate data within 15 days from the date this synopsis is
published in the Commerce Business Daily (CBD). Respondents will not be
notified of the results of the source data received, nor will a source
list be provided. The SLAR Upgrade for HC-130H aircraft is linked to
the AIREYE project, because the two systems employ a common radar and
it is the Government's intent to use proven AIREYE technology as a
basis for the HC-130H SLAR derivative to mitigate project risk.
Original AIREYE System consisted of (1) APS-131 SLAR (2) RS-18C IR/UV
(3) ASD-6 Interface between aircraft and sensor suite. The HU-25B
AIREYE mission is to detect and map environmental disasters such as
Exxon Valdez and Gulf War oil spill incidents. The HC-130H SLAR mission
is primarily International Ice Patrol with secondary as oil spill
response. The upgraded AIREYE System will retain the original sensors,
but will replace all of the control and display functionality using a
ruggedized PC running under WINDOWS NT. A Sensor Data Interface Unit
(SDIU) is being added to replace the ASD-6 and convert analog sensor
data to a digital format for PC processing. The AIREYE project status
is highlighted for informational purposes: (1) Prototype Aircraft
Hardware Installation is approximately 95% complete; (2) Hardware for
three remaining aircraft (rack assemblies, cable assemblies and LRU's)
have been manufactured but not installed; (3) Workstation Software is
approximately 85% complete; (4) Ground Station and Hot Mock-up
components have been manufactured but not tested; (5) Integration,
ground and flight testing remain incomplete. HU-25B AIREYE and HC-130H
SLAR Upgrade SOW and Specifications as well as past project matrix are
