This is a sole source procurement for Delphin Systems, Reston,Virginia resulting in a firm, fixed price supply contract. The AN/PRD-13 system shall be a system capable of providing a line of bearing (LOB) across 3 spectrums: HF, VHF and UHF. The AN/PRD-13 system shall consist of the equipment listed in the line items above. The MD-403A Intercept/DF Processor and its associated interface kit shall interface with existing Delphin MA-104A DF antennas and Delphin MA-501 DF antennas the user has in stock. The AN/PRD-13 uses these antennas for signal exploitation. The system shall cover from .1 to 2000 MHz, weigh less than 45 pounds and have a Direction Finding Accuracy of 3degrees RMS or better. The system shall be powered either by battery, solar or AC. The system shall contain a directed search capability of at least 400 channels. The direction threshold and other signal parameters shall have the ability to be independently set for each channel. The system shall operate in varying temperatures from -20 to 50 degrees Celsius. The system shall possess a Windows driven terminal emulator that can load onto any standard IBM compatible computer. The system shall be dependable, versatile and lightweight as this equipment will be used during rapid deployment. This procurement is FOB Fort Gordon, Georgia. Complete technical description and product literature of the items being identified shall be submitted with the proposal and in sufficient detail to evaluate capability. Descriptive literature or additional information submitted after the deadline for proposals will not be considered for evaluation.
