The National Institute of Standards and Technology (NIST) NIST Radio Station WWV/WWVB, has a requirement for electromagnetic inspection of thirty-six (36) guy ropes on four (4) towers per these specifications: (1) Perform electromagnetic inspection of thirty-six guy ropes on four 122-meter towers, (2) Adjust tension of thirty-six guy ropes on four 122-meter towers. Each tower has three sets of three and each guy is set to a different tension. Amount of tension for guy wire No. 1 -- 13/16" dia. Cable -- initial tension 97000 lbs.; No. 2 -- 11/16" dia. cable -- initial 7120 lbs.; No. 3 dia. Cable -- initial tension 5930 lbs., (3) Adjust tension on an associated 2.5 MHz antenna consisting of 12 guy wires. Tension amounts to be determined upon inspection. No tension amounts specified, (4) Plumb all towers and adjust if necessary, (5) Lubricate each guy rope from tower attachment to anchor attachment with CONOCO, Conoflex SRI Lubricant, (6) Apply Carboline Denso system and procedures to waterproof and preserve one concrete anchor and three guy ropes located on tower 8, (7) Replace one lower guy rope assembly that is damaged with broken wires on tower 3, (8) Replace 2 side bars part #1472 (found on WWV blue prints) with new galvanized pieces, (9) Replace 36 insulator pins with new ones, (10) Formal reports will be generated on the inspections, cable condition and tension amounts, at NIST Radio Station WWV/WWVB, 2000 East County Road 58, Ft. Collins, CO., in accordance with applicable codes and standards. Interested sources must submit a written qualification statement along with a quote by August 29, 1997. Responses must reference Synopsis No. NB847000700440JW. There is no formal bid package, as these are the only requirements. Requirement #8 mentions part #1472 in the WWV/WWVB blueprint, which is available via our FAX# (303) 497-3163, upon request. This announcement/solicitation is being issued under the Simplified Acquisition Procedures, FAR Part 13 (NTE $100,000.00). The award decision will bebased upon the best value to the Government, with technical merit and past performance being significantly more important than price.
