Christianson, (760) 725-2548 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR), Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number M67854-97-Q-5703 is issued as a Request for Quote (RFQ). The solicitation and incorporated provisions and clauses are in effect through Federal Acquisition Circular 90 -- 46. This is a total small business set-aside. The SIC is 7373. The related small business size standard is $18.0 Million. Following are the specifications for each Item: CLIN: 0001 -- Purchase three (3) THEMIS, part number USP1-256-170 or equal USP1 ULTRA SPARC -1 PROCESSOR. The following is the minimum functional and performance specification for CLIN 0001: Versa Modula Europa (VME) based Single Board Computer (SBC) w/ 170MHZ processor, 512 Kbytes Cache, 128 Mbyte DRAM, 1 MByte User Flash Memory, capability for (2) RS-423/RS-232 serial ports, (1) parallal port, (1) keyboard port, (1) 16 bit audio port, (2) SBUS slots, (2) SCSI 2-Fast ports (2) Ethernet Ports. CLIN 0001 shall be capable of running on the most current version of Solaris OS 2.5.1. CLIN 0002 -- Purchase three (3) THEMIS, part number INT-KIT-USP1, or equal, TRANSITION POWERBUS P2 MODULE WITH AUI, SCSI2, PARALLEL 2, SERIAL PORTS. CLIN 0002 is cabling and integration kits for the SBC, specifically for the AVI, SCSI 2, Parallal, and Serial Ports. CLIN 0003 -- Purchase one (1) THEMIS, part number T-MAN-USP1, or equal, TECHNICAL REFERENCE MANUAL. This is the technical manual for the SBC computer system or equal. Item 0002 allows item 0001 the capability of hooking up the various ports, busses, etc. Both item 0001 and item 0002 are essentially a computer that consists of a single computer card with cables and ports that slide into a VME chassis. Item 0003 is the computer manual for item 0001 and item 0002. Items 0001, 0002 and 0003 shall be delivered and accepted at MCTSSA, Supply Officer, Bldg. 31345, Camp Pendleton, CA 92055-5171, FOB Destination, fifteen (15) calendar days after contract award. This request for quote and the resultant contract award is being processed in accordance with Acquisition of Commercial Items, FAR Part 12 procedures. Provision 52.212-1, Instructions to Offerors -- Commercial Items, applies to this acquisition and there is no addendum to the provision. For evaluation purposes, the provision FAR 52.212-2, Evaluation -- Commercial Items shall apply. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical capability, ability to meet required delivery date, and price. The offeror shall identify where the offered items meet or do not meet each of theGovernment's functional and performance minimum specification listed herein. Any offeror who submits a quotation on an "equal product" is required to clearly identify the item by brand name, if any, and make or model number and provide literature (e.g., catalog, description, etc.) which shows that the offered product meets the salient functional and performance characteristics as listed herein. Technical capability and ability to meet required delivery date constitute minimum criteria for acceptable award. Failure to meet one of the two criteria shall render the quote to be technically unacceptable and quote shall not be considered for award. Award will be made to the responsible offer which meets the criteria of both of the minimum factors and which offers the lowest price. Offeror must include a completed copy of Provision 52.212-3, Offeror Representations and Certifications -- Commercial Items with offer. Clause 52.212-4, Commercial Terms and Conditions -- Commercial Items applies to this acquisition and there is no addendum to this clause. Clause 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders -- Commercial Items, Subparagraphs (a), (b)(5), (6), (7), (8), (9), (10), apply to this acquisition and are here by incorporated by reference.
