commercial items prepared in accordance with the format in FAR Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued.
This solicitation incorporates provisions and clauses in effect through
Federal Acquisition Circular 90-46. This is an unrestricted
procurement. The USCG intends to award a contract under streamlined
acquisition procedures for commercial items to Aero Systems Engineering
Incorporated. ASE is the designer of the ATF-3 Jet Engine Test Cell.
The requirements are as follows: Clin 1: Upgrade of the Data
Acquisition System(DAS) for the USCG Jet and Shaft Test Cells to
include MV9300 Bd with 8MB Memory; CSS2 Chassis w/6787 Controller and
520MB Disk Drive; 525MB QIC Tape Drive; HP1600 Printer/Plotter;
Manuals; Interfacing Cabling; AOS/VS11 Software and License; ASE
Proprietary Operating System Software; All Materials, Labor, Training
and Installation. Standard Industrial Classification Code is 7373. The
small business size standard is 18 million. Drawings and/or
Specifications are not available and cannot be furnished by the
?Government. Standard commercial packaging shall apply. Items are to be
delivered to USCG Aircraft Repair & Supply Center, Receiving Section,
Bldg. 63, Elizabeth City, NC 27909. Inspection and Acceptance will be
performed at destination. Closing date and time for receipt of offers
is 06 Sep 1997, 3:00pm, Eastern Standard Time. Facsimile Offers are
acceptable and may be forwarded via Fax Number (919)335-6790. FAR
provision, 52.212-2 does not apply in that award will be made to the
offeror who submits the lowest price meeting the USCG's requirements.
Offerors are instructed to include a completed copy of FAR provision
52.212-3 "Offeror Representations and Certifications -- Commercial
Items: with their bid. If a copy of this certification is needed, it
may be requested by calling the contact number identified above. Offers
may be submitted on company letterhead stationery indicating the
nomenclature, part number, unit price and extended price for the items
offered; plus the FOB point, and any discount offered for prompt
payment, the business size standard and any minority classification.
The offer must be signed by a company representative authorized to
commit the company. See Numbered Note 22 with the exception proposals
received within fifteen days versus forty-five days. The following FAR
