Contracts Office, Contract@nist.gov. The National Institute of
Standards and Technology (NIST) has a requirement for the development
of theoretical models and Fortran computer codes, to be used to perform
specific calculations relevant to the operation of an atom laser. The
contractor shall decide upon and develop the theoretical framework to
describe the process of extracting deBroglie waves from magnetically
trapped Bose-Einstein condensate and apply that framework to specific
experimental scenarios. The contractor shall then create a model and
computer code to calculate the nature of the output-coupled deBroglie
wave, and the effect of the output coupler field on the remaining
condensate. The contractor shall also calculate the efficacy of the
various output coupling schemes, and make recommendations, concerning
the best strategies and experimental conditions for achieving high
quality output from an atom laser. It is the intent of the Government
to negotiate only with Dr. Marya Doery of Ossining, New York, in
accordance with FAR 13.106-2(a)(5), as the only source reasonably
available to satisfy the needs of the Government. Dr. Doery has worked
with two of the world's leading theorists in the fields of ultracold
collisions and Bose-Einstein condensations, and has developed skills
which are essential to the timely completion of this agency's program
goals. The period of performance for this requirement is date of award
through twelve (12) months thereafter. It is the government's intent
to issue a labor hours purchase order for this requirement. Interested
persons may identify their interest and capability to respond to the
requirement. This notice of intent is not a request for competitive
quotations. However, all quotes received by the response date of
8/29/97, will be considered by the government. A determination by the
Government not to compete this proposed contract based upon responses
to this notice is solely within the discretion of the government.
Information received will be considered solely for the purpose of
determining whetherto conduct a competitive procurement. No
