Defense (THAAD) Project Office located in Huntsville, AL, has a
requirement for software independent verification and validation
(SIV&V) for the Engineering Manufacturing Development (EMD) phase of
the THAAD system which includes application of proven verification and
validation methodologies and tools to systems and computer software;
independent appraisal of the developments, processes, procedures,
support items, and products of systems and their associated computer
software with major emphasis on achieving correct system performance
and high levels of system quality; verification of system technical
requirements, software analysis and design evaluation, sizing and
timing studies, test evaluation, verification of software quality;
verification of specifications, analysis of system/software
documentation, review of configuration management procedures, program
est and evaluation, and technical writing for a wide range of digital
equipment, such as radar command/control and communication,
position/navigation, fire control, and tactical computer systems; and
continued development and upgrade of test beds and specific system
simulations. This effort is expected to require approximately 1,276,204
direct productive person hours from Apr 98 to Apr 2005. This award will
be a small business set-aside (under 8731 SIC code, 1,000 employees).
The contract type is anticipated to be a Cost-Plus-Award-Fee (CPAF)
level-of-effort (LOE) with a four year basic and four one-year options.
In addition, surge options will be associated with basic and each
option for extended performance of the contract. This acquisition will
not be open to foreign participation. A SECRET security clearance will
be required for performance of this effort. Potential offerors who have
signed a USASSDC contract with a Organizational Conflict of Interest
(OCI) agreement as a prime contractor or a subcontractor shall submit
a written request to this office for approval to participate in this
acquisition (if such OCIagreement requires submittal of a written
request and if the technology area is the same as or is closely related
to this effort). This request shall include a copy of the prime
contract or subcontract OCI clause, a copy of each scope of work (SOW)
or task assignment (TA) of the effort the offeror has performed to
date as a prime contractor or subcontractor, and identification of the
technical office that is responsible for each SOW or TA. The above
required information will be provided as two complete copies, plus an
additional copy for each office that is responsible for a SOW/TA
relevant to the OCI request. Interested firms should submit written
