PR-OH-9700721: The USEPA intends to negotiate on a sole source basis, under authority of FAR 6.302, with Anthony C. James, Ph.D., ACJ and Associates, for the acquisition of professional services to upgrade both human and laboratory animal models used in the revised U.S. EPA's Reference Concentration (RfC) "RDDR" software by accomplishing two tasks that modify the existing model structure. The contractor shall keep the menu driven format of the existing software. The first effort is to include incorporation of clearance processes and the option of an adjustment for hygroscopicity. In a parallel effort the contractor shall upgrade the RDDR model by providing a new input module for human ventilation activity patterns. The contractor shall submit a draft version of the upgrade software to the EPA project officer who will conduct QA by a beta test with in-house scientists familiar with its application. The contractor shall respond to requests required by the beta test, document changes and corrections, and provided a revised final software upgrade. THIS IS NOT A REQUEST FOR PROPOSALS. Sources wishing to be considered must submit documentation to the office identified above, which establishes the ability to perform an upgrade of the RDDR software.
