Safford Contracting Officer, (805)989-1877 The Naval Air Warfare Center Weapons Division Point Mugu, California intends to issue a solicitation and award a contract on a sole source basis with Test Automation Incorporated, Thousand Oaks, California. The procurement is for technical services in support of the Navy's missile and torpedo Automatic Test Systems (ATS) and Test Program Set (TPS) upgrade and standardization programs and other designated systems. This support will include applications of recent DoD ATS standardization policies to guided munitions testing. The requirements include evaluation and application of new test and metrology technology to ATS and TPS standardization and improvement of test support for Navy Guided Munitions, including existing and new Air Launched Missiles and torpedoes. Efforts shall focus on improvement to existing test methods, studies into new methods and applications of new technology to weapons maintenance testing and support. Particular focus is placed on applications, enhancement and development of CASPER(Cost Assets Prediction and Evaluation Routine) in conjunction with the Navy Standard TPS Cost Model (STCM). Emphasis is also placed on work performed in the Advanced Broad Based Environment for test (ABBET) Standard Subcommittee 20 (SCC-20), the NSIA CASS TPS Users Group and various DoD Integrated Product Teams (IPTs) and Working Groups. Test Automation Inc., is the owner of the proprietary rights to the CASPER which is unavailable to other contractors. The Government intends to contract on a Cost Plus Fixed Fee basis for these services with an estimated level of effort of approximately 4,440 manhours per year. The contract will commence at time of award with a two year period of performance with provisions for three one-year options. This notice is not a request for competitive proposals. See Note 22.
