ELECTRICAL DESIGN AND ENGINEERING SERVICES, U.S. NAVAL ACADEMY,

contract requires mechanical and electrical design and engineering
services necessary to prepare plans and specifications complete and
ready for bidding accompanied by cost estimates and design calculations
for projects at the U.S. Naval Academy, Annapolis, MD. Other services
that may be required are studies, land surveys, soil borings and other
testing, permits (storm water management, sediment and erosion control
etc.), review of shop drawings, construction consultation and
inspection services. Title II construction record drawings and post
construction award services (PCAS) may be required at any time up to
the final acceptance of all work. A specific initial project has not
been identified for this indefinite quantity contract. If a contract is
awarded, projects ordered will be similar in nature. Projects will
include work on a variety of buildings and facilities including
historic structures and other cultural resources at the U.S. Naval
Academy. The types of projects anticipated include but are not limited
to inspection, repair, modification and/or new construction for HVAC,
hight temperature hot water, steam and chilled water systems,
miscellaneous plumbing systems, fire protection installations,
lighting, communications and electrical distribution systems. Although
none is now known, the existence of asbestos, lead and other hazardous
materials in the areas of the project is possible. The contractor may
be required to identify, test, and provide designs which will
accommodate the disposal of this material in the construction plans and
specifications. This work must be performed in accordance with
applicable Federal, State and local laws and regulations pertaining to
the identified hazardous material. The contractor may be required to
test in accordance with applicable government regulations, any confined
space entered to ensure a gas free condition. Additionally, before
entering spaces containing asbestos, the contractor must be approved
medically and must wear an appropriate respirator and protective
clothing. The individual fee for any one project under this indefinite
quantity contract shall not exceed $200,000.00. The duration of the
contract will be for a period of one year with a one year option. If
exercised, the contractor will receive official notice at least 60 days
prior to the end of the first year. A firm fixed price delivery order
will be issued for each project. Subject to necessary changes, the
total contract amount will not exceed $500,000.00 for each year. See
Note 24 for general selection criteria. Specific selection criteria in
relative order of importance are as follows: (1) Specialized
experience and technical competence in the type of work required
including work on academic buildings and support facilities utilizing
in-house personnel for mechanical/electrical engineering, cost
estimating, CAD design using AUTOCAD R12.0 OR R13.0 and specification
using SPECSINTACT and Word Perfect 6.1; (2) Firms not having full
in-house capability must demonstrate how they will manage
subcontractors and ensure quality control; (3) Capability of the firm
to accomplish the work within the required time, considering such
factors as loss of key personnel and volume of work,i.e.,multiple
(simultaneous) delivery orders completed within the required time
limits; (4) Proximity of the firm in relation to the Naval Academy
(Baltimore-Washington Metropolitan Area); (5) Past experience, if any,
of the firm with respect to performance on DOD engineering/design
contracts. Volume of work previously awarded to the firm by DOD may
also be considered, with the object of affecting equitable distribution
of DOD AE contracts. Each firm's past performance will be considered
during the review process and can affect the selection outcome.
Engineering firms which meet the requirements listed in this
announcement are invited to submit one copy each of their completed
Standard Form 254 and Standard Form 255. Include completed Standard
Form 254 and 255 for major consultants/ subcontractors. Firms should
include their FAX number on their SF 254. Do not send company brochures
or promotional material. Personal vists for the purpose of discussing
the contract are discouraged and site visits will not be arranged. Only
firms responding to this announcement by 05 September 1997 will be
considered. Firms having current qualification forms on file with this
office may also be considered. Submit SF 254 and 255 to: Resident
