Officer, (703) 325-5028 The Defense Special Weapons Agency (DSWA) will
procure one (1) Weigh-Tronix Weighline railroad track scale, model
WLS-TD-115RE in accordance with the following specifications. All cars
to be weighed are the same size, i.e., the truck center and the axle
centers are the same. The truck center dimension is 28 feet 4.55
inches. The axle center dimension is 6 feet .83 inches. The cars can be
conveniently positioned with +3 inches. Rail size is 104 lbs. The
existing rail is mounted on wooden ties. Standard tie plates are used.
The size of the tie plate is 10 feet 2 inches. The rail cars are
configured with (4) four axels each. A sketch of the Russian rail
configuration is attached for reference. The equipment shall be capable
of operating on a 220 V 50 Hz, 3-cycle electric power system using a
standard European plug. Further instruction will be provided in the
RFQ. Companies wishing to receive a copy of the RFQ must submit a
request in writing including a point of ontact, phone number, fax

contract action. See Note 22. The Weigh-Tronix railroad track scale is
a unique, patented system. It is the only scale system capable of
measuring shear stress of the rail accurately in all types of weather
conditions. The shear stress measurement system is impervious to rail
expansion and contraction due to the extreme cold and heat. As such, it
is ideal for the climatic conditions of Severodvinsk, where
temperatures can vary from -40 degrees to +50 degrees C. Information on
