(RFI) synopsis. The Navy is currently interested in potential solutions
to a scenario that would require the daily morning and evening
"commute" transportation of up to 1000 Navy personnel each way between
Naval Station Everett and Puget Sound Naval Shipyard to support the
Planned Incremental Availability (PIA) of the USS Abraham Lincoln
(CVN72) scheduled to start in April of 1999 and last for approximately
6 months. Several factors are important to the Navy including;
flexibility to the sailor, travel time, cost, convenience, comfort,
efficiency, and environmental impact. The purpose of this RFI is to
solicit concepts, existing market capabilities, and potential solutions
to the described scenario. In response to this RFI, interested parties
should submit a short (maximum 10 pages) executive summary of their
concepts, capabilities, and ideas. The Navy will review the submitted
information and may then schedule oral presentations with individual
respondents. The Government will NOT pay for any information received
