combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation shall not be issued. Solicitation #F2321-97QS661
-- Request for Quotations. The solicitation document and incorporated
provisions and clauses are those in effect through the 1997 FAR
Rewrite. SIC code -- 4813. This notice also serves the purpose of
announcing that the 18th Contracting Squadron, Kadena Air Base,
Okinawa, Japan intends to make an award to Northern Telecommunications,
Communications Systems, 2530 Buena Vista Way, Berkeley, CA, 94708-1928,
that will require the contractor to engineer, furnish, install and test
(EFI&T) three Northern Telecom (Nortel) Synchronous Optical Network
(SONET) nodes. These nodes will become part of an existing Nortel S/DMS
transport node fiber optic network operating at OC-12 (622 mbps). The
existing nodes utilize a Bi-directional Line Switched Ring (BLSR) with
Virtual Tributary Bandwidth Management (VTBM). These nodes must be
installed at three US Government owned and operated intra-island
communications facilities at: Kadena Air Base, Torii Station and Bolo
Point, Okinawa, Japan. The SONET equipment will become US Government
property after acceptance testing. THERE IS NO SOLICITATION DOCUMENT
AVAILABLE. This noncompetitive action will be processed in accordance
with provisions of FAR 6.301-1 (Only One Responsible Source and No
Other Supplies or Services will Satisfy Agency Requirements). Nortel is
the only known source for providing equipment to match the existing
Nortel engineering plan and match the Nortel designed and installed
network. Delivery shall be at the earliest time possible. The provision
at FAR 52.212-1, Instructions to Offerors -- Commercial Items (June
1997), applies to this acquisition with no addenda. Evaluation is based
on best value, cost, delivery time, ability to meet requirements and
past performance. Offerors shall include a completed copy of the
provision at FAR 52.212-3, Offeror Representations and Certifications
-- Commercial Items (January 1997) with its offer. The clause at FAR
52.212-4, Contract Terms and Conditions -- Commercial Items (May 1997)
applies to this acquisition. In addition to the guidance contained in
FAR 52.212-4, contractors shall submit proof of delivery with their
invoices. Proof of delivery may be in the form of a bill of lading or
other shipping document signed by the receiving office. Invoices
received without proof of delivery shall not be accepted. FAR 52.212-5
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders -- Commercial Items (August 1996) applies to this
acquisition. However, only the following clauses in paragraph (b)

(January 1988). All interested concerns must identify their interest in
writing and fully document their capability to meet the agency's
requirements by forwarding a detailed response by 8 September 1997 at
1600 Japan Standard Time. All responses must be in writing and faxed to

written response is received by 8 September 97 to determine that a
comparable source is available, or is more advantageous to the
