synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotations are being requested and a written
solicitation will not be issued. The Solicitation Number
DSWA02-97-Q-0103 is being issued as a Request for Quotation. This
solicitation incorporates provisions and clauses effective through
Federal Acquisition Circular (FAC) #90-46. The Standard Industrial Code
is 3826 and the business size standard is 500 employees. Line Item 001.
Digital CCD Camera System, four (4) each: Two (2) with visible light
anti-reflective (VISAR) coating, and two (2) with ultraviolet
anti-reflective (UVAR) coating; Pixel Vision Part Number SVCB512S. The
salient technical characteristics are as follows: The two (2) VISAR
cameras shall have the minimum quantum efficiencies: 80% at 450 nm and
80% at 550 nm; The two (2) UVAR cameras shall have the minimum quantum
efficiencies: 65% at 450 nm, 65% at 550 nm, and 40% at 200 nm. All four
(4) digital CCD Camera Systems shall include the following: The CCD
chip shall be SiTe CCD Sensor: Si502A -- 512 x 512 backilluminated,
grade 1. The CCD chip shall be housed in a "zero-maintenance" vacuum
dewar, such as a laser-welded kovar vacuum dewar. No vacuum seals will
be made with o-rings. The CCD camera heads shall be compact, capable
of fitting inside a volume of less than 100 cubic inches, for ease in
shielding. The CCD camera shall be thermoelectrically cooled to allow
integration plus readout times of 4 seconds without appreciable dark
current accumulation. The dark current shall be fewer than 3
electrons/pixel/second. The thermoelectric cooling capacity shall be 50
degrees Celsius drop from ambient. The amplifier readout noise shall be
less than 10 electrons RMS. The analog to digital conversion shall be
16 bits or better. There shall be two (2) software selectable gain
setting in the ranges: Low gain: 3-6 e-/digitized count, and High gain:
15-30 e-/digitized count. The optical lens mount shall be an adjustable
Nikon bayonet (F type) mount or equivalent. The computer interface
shall be PCI with fiber optic cabling to eliminate electrical
interference and allow the camera to be located over 100 feet from the
computer. The cable shall be included with the camera. The CCD camera
shall include external device control and triggering hardware and
software if required. The CCD camera shall include User's manual (one).
The CCD camera shall include camera control software. The delivery will
be required within 30 days of issuance of a Purchase Order and shall be
FOB Destination to Primex Physics International, 2700 Merced Street,
San Leandro, CA 94577-0599. Acceptance shall be made at destination.
The following FAR provisions, clauses, and addenda apply: 52.212-1,
Instructions to Offerors-Commercial items applies. Offerors are
required to complete and include a copy of the following provisions
with their quotes: FAR 52.212-3, Offeror Representations and

Conditions -- Commercial Items; Clause 52.212-5 Contract Terms and
Conditions Required to Implement Statutes or Executive Orders. The

Supplement (DFARS) 252.211-7003 Brand Name or Equal, 252.212-7001,
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders Applicable to Defense Acquisitions of Commercial
Items, Paragraph (b), 252.225-7001, Buy American Act and Balance of
Payment Program, and 252.247-7024, Notification of Transportation of
Supplies by Sea. Award will be made to the offeror that meets the
solicitation's minimum criteria for technical acceptability at the
lowest price. To be determined technically acceptable, the offeror must
furnish product literature that demonstrates the products offered meet
all requirements stated in the above purchase description for line
item 001. Contractor shall provide with their quote, three references
of either government agencies or commercial entities having purchased
the same or similar item (s). Any contract awarded as a result of this
solicitation will be a DO-rated order certified for national defense
use under the Defense Priorities and Allocations System. Note 1. Quotes
must be received no later than 4:00 PM, local time, on 5 September
1997, at Field Command, DSWA, Acquisitions Office (FCA), Kirtland AFB,
