Energy Technology Center, Morgantown, WV intends to award a fixed price
contract for the procurement of a Particle Image Velocimetry (PIV)
System. This is a combined synopsis/solicitation for commercial items
in accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation, and a written solicitation will not
be issued. The solicitation number for this action id
DE-RP26-97FT34233 and is being issued as a Request for Proposal. The
following is a description of the deliverable associated with this
announcement; a complete Particle Image Velocimetry System, the system
must be capable of both crosscorreclation and autocorrelation analysis
techniques as selected by the user. The system must be capable of image
capture and analysis in both an on-line mode of operation and batch
mode of image capture and analysis as selected by the user. The system
must include all components necessary for operation and analysis
except for the matched pair of Nd:YAG lasers and the laser light sheet
optics (these items may be proposed as options). If the proposed
system requires a computer, the proposer must specify both the required
computer hardware specs and all software required, including software
necessary for image capture and image analysis, data processing and
display, as well as software used to control and coordinate these
functions and to control and coordinate the operation of the system and
hardware. For image acquisition, the proposed system must utilize an
electronic CCD camera meeting the required specs. Proposals for a
photographic film based PIV system will not be considered. At a minimum
the proposed system should include: a progressive scanning interline
transfer CCD camera with a resolution of at least 1000 x 1000 pixels.
Cameras with interlaced video output of mechanical shutters or full
frame transfer of free run only will not be considered. The proposed
camera must be capable of acquiring at least 30 frames per second, must
be capable of frame straddling, must be capable for use with both
crosscorrelation and autocorrelation analysis techniques and must
include the lens (proposer must include lens specifications) and all
necessary cables to interface with the remainder of the system. A high
speed CCD camera interface compatible with the specified camera (and
other system components) capable of real time data transfer from the
specified camera when the camera is acquiring data at a framing rate of
at least 30 frames per seconds, camera interfaces with maximum data
transfer rates less the 30MB/sec will not be considered. All hardware
and software necessary to control, synchronize and coordinate all
systems functions including all aspects of hardware and software
operation. Only written responses will receive consideration and the
responses must convey the ability of items to meet the stated
requirements. The documentation shall include descriptive literature
containing sufficient technical documentation to establish a bonafide
capability of meeting this requirement. All proposals are required 15
September 1997 and award is anticipated on 19 September 1997.
