THIS IS A SOURCES SOUGHT AND REQUEST FOR INFORMATION ONLY- THIS IS NOT A SOLICITATION AND NO CONTRACT AWARD WILL BE MADE FROM THE INFORMATION RECEIVED The Naval Air Warfare Center Training Systems Division is interested in evaluating Commercial Off The Shelf Software (COTSS) for authoring network based training applications for Navy Command and Control Systems (C2) and Combat System Support (CSS) systems. C2 and CSS SYSTEMS training applications include operation, maintenance, system administration, and team tactical decision making. Existing COTS will be evaluated in accordance with the following criteria: 1. "Existing Training Applications Developed With COTSS" includes the quality and availability of training applications developed with the respective COTSS, as well as evaluations of the COTS package by the developers and users of the training applications, will be considered. 2. "Authoring Capabilities" includes importing, creating and editing audio and visual and audio data, as well as capturing images from various C2 and CSS SYSTEMS. 3. "Instructorless Training Applications" involves such factors as control of trainee's progression through lessons and fulfilling other instructor responsibilities. 4. "Instructor Mediated Training Applications" involves providing for interactions between trainees and instructors via networks. 5. "Tracking Training Performance Across Time" is distinct from evaluating trainee performance for a given lesson. 6. "Use of Networks" refers to such applications as down loading and maintaining training applications, running training applications, and tracking performance. 7. "Interactive Electronic Technical Manuals". 8. "Interactions between training applications and C2 and CSS SYSTEMS" includes launching training applications from CCS and exchanging information between training applications and CCS. 9. "IT-21 Compliant" refers to the increased reliance upon Pentium, NT computers as the host to both the training application and C2 and CSS SYSTEMS. 10. "Capability to Interface With Other Development Tools" includes computer programming languages and development tools. 11. "Costs" includes purchase price of tool, licensing, and fees for training applications. Initial contact with NAWCTSD must be made within 10 working days of this announcement. (0233)
