synopsis/solicitation for a firm fixed price commercial item prepared
in accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. The New Orleans District
requires approximately 5,000 linear feet of new PS-31 hot rolled steel
sheet piling "Domestic Manufacture-United States" meeting the
requirements of ASTM A328 or greater. The work covered by this
specification consists of furnishing, delivering and storing new steel
sheet piling to Bayou Boeuf Lock, St. Mary Parish, Louisiana in
accordance with these specifications. The following American Society
for Testing and Materials (ASTM) standard of issue listed below and
referred to thereafter by basic designation only form a part of this
specification to the extent indicated by the reference thereto: A328-93
Steel Sheet Piling. The following lengths and quantities of PS-31 Sheet
Piling ASTM A328 are required: (1) 70 feet long -- Qty 14 EA, (2) 60
feet long -- Qty 24 EA, (3) 50 feet long -- Qty 12 EA, (4) 45 feet long
-- Qty 22 EA, (5) 25 feet long -- Qty 22 EA, (6) 20 feet long -- Qty 24
EA, (7) Unloading and Stockpiling -- Qty 1 LT. Steel sheet piling shall
be tested and certified by the manufacturer to meet the specified
chemical, mechanical and section property requirements prior to site
delivery. Materials test certificates shall be submitted for each
shipment and identified with specific lots prior to delivering piling.
Identification data should include piling type, dimensions, section
properties, heat analysis number, chemical composition, mechanical
properties and mill identification mark. The supplier shall coordinate
delivery at least ten (10) business days in advance of the materials
reaching Bayou Boeuf Lock with the LaFayette Area Engineer, U.S. Army,
Corps of Engineers, Address: 825 Kaliste Saloom Road, Suite 203, P.O.
Box 81069, LaFayette, LA 70598-1069, Telephone: 318-235-7780. Exact
site conditions and directions to the lock can be verified by
contacting Mr. Ernest Breaux, lockmaster, at 504-384-7626. Sheet piling
shall be handled in the manner recommended by the manufacturer to
prevent permanent deflection, distortion or damage to the pilings and
the interlocks. The sheet piling shall be delivered, off loaded and
stored by the supplier onto the bank (ground) on the north side of
Bayou Boeuf Lock. The sheet piling shall be stored in the following
manner: one lift having a minimum of 6 sheets stacked on top of one
another with the crossties located 2 feet from the ends of the pilings
and interior crossties spaced no greater than 10 feet apart, as
measured from the center of the crossties. The crossties shall be 7" X
9" X 8'6" in size and be placed with the 9 inch surface in contact
with the sheet piling and ground. Storage of sheet piling should also
facilitate required inspection activities. All equipment, labor,
crosstiesand other supplies required to offload and store the sheet
piling shall be furnished by the supplier. Delivery and storage of
materials must be performed during normal business hours of 7 AM to 3
PM Monday through Friday. Costs for the detention of transportation
vehicles/vessels, unloading equipment, and labor because of the
inability to deliver and store the materials during normal business
hours will be borne by the supplier. Materials delivered to the site
shall be new and undamaged and shall be accompanied by certified test
reports. The PS-31 sheet piling shall have the following minimum
properties: nominal web thickness of 0.50 inches, interlock strength of
16,000 lbs. per linear inch and theoretical driving width of 19.69
inches. Steel for sheet piling shall be new and conform to ASTM A328.
The manufacturer's logo and mill identification mark shall be provided
on the sheet piling. Sheet piling shall be of one type and be of a
design such that when in place they will be continuously interlocked
throughout their entire length. All steel sheet piling shall be
provided with standard pulling holes located approximately 4 inches
below the top of the pile. Combinations of piling types will not be
permitted. Piling shall be delivered within 30 days after contract
award. Delivery shall be FOB destination at the Corps' Bayou Boeuf
Lock, St. Mary Parish, Louisiana. The provision at 52.212-1,
Instruction to Offerors -- Commercial Items, the clause at 52.212-4,

52.212-5, Contract Terms and Conditions Required to Implement Statutes

Commercial Items apply to this acquisition. Include a completed copy of
the provision at 52.212-3, Offeror Representations and Certifications
-- Commercial items with your offer. Award will be made as a whole to
one bidder. Offers are due no later than 22 September 1997, 2:00 p.m.
