The Naval Research Laboratory-Stennis has requirements primarily in support of projects and programs related to acoustic simulation and tactics R&D. Primary focus of this R&D is the conduct of numerical analyses in ocean acoustics and thoe aspects of the environment relevant to acoustic propagation. The Contractor shall provide analytical programmatic, engineering, technical and life cycle support of a non-personal nature covering the following general areas: (a) engineering in systems, software, prototype R&D, fabrication and installation; (b) field exercises, at-sea testing, and oceanographic data collection, for laboratory and/or shipboard testing for acoustic oceanographic or environmental programs; (c) environmental acoustic analyses to include basic scientific R&D in acoustic propagation, execution of environmental-acoustic and sonar performance prediction, oceanographic data assimilation in the littoral zone; and (d) littoral/expeditionary warfare systems support by processing, analyzing and interpreting oceanographic and atmospheric data, including active reverberation statistics, sound speed and water current velocity, sediment geophysical, electrical conductivity properties, water depth, etc. Basic deliverables will include: (1) cost and performance reports; (2) technical reports; (3) software development/modifications/enhancements along with associated documentation and source codes; (4) data sets; and (5) final reports. The period of performance is estimated for five (5) years. A cost-plus-fixed-fee, indefinite quantity, level-of-effort completion-type contract is contemplated. A SECRET facility clearance will be required. Solicitation/RFP to be issued approximately 15 days following publication of this notice, with closing date approximately 30 days after issuance of RFP.
