Protection Agency intends to negotiate sole source with Science
Applications International Corporation (SAIC) located at 615 Oberlin
Road, Suite 300, Raleigh, N.C. for the continuation of the ideas that
were identified in the preparation of the document and put into
application the "Geographic Visualization System (G.V.S.) as a tool for
Scoping PM Target Areas" by two of its Researchers, Mr. Richard
Gardner, and Dr. Kenneth Walsh. Mr. Richard Gardner, has been the
principle investigator for the work that lead to the development of the
G.V.S system. Additionally, he has over four years of working with the
data issues that are the underlying structure for the presumptive air
quality and the foundational level data. Dr. Kenneth Walsh, developed
the graphical output algorithms for the G.V.S. system. Additionally,
he has more than two years of development experience on the specific
presentation and graphical outputs that the G.V.S. system can produce.
The G.V.S system is a computer system designed to assist planners,
policy makers, and regulators in the identification of areas of the
nation with potential problems meeting particulate matter (PM)
standards. The period of performance is expected to be from date of
award through April 30, 1998. No solicitation is available. All
interested parties must respond within 15 days of the date of this
announcement. Interested parties shall: 1) include information on the
proposed services which clearly supports the requirements outlined
above and; 2) provide itemized pricing that is sufficient to make a
determination that competition is feasible. Submit response to the U.S.
